Central Yard Waste Site
1. Introduction
The purpose of this Request for Proposals (RFP) is for Washington County to secure services for design and
planning services for the development of their Central Yard Waste Site located in the City of Afton.
Washington County has developed a preliminary site plan, received CUP approval, and are ready to begin
final design of the Central Yard Waste Site.
1.1. Background Information
Washington County, Minnesota is the fifth most populous county in Minnesota with a diverse population,
including longtime residents, young professionals and families, and new immigrant communities. Over the
last 20 years, Washington County has experienced rapid growth from a rural, farming community to an
expanding urban area.
The County was established in 1849 and has the powers, duties, and privileges granted counties by state
law, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimated
population of 262,748. The County’s fiscal year begins on January 1 and ends on December 31. The County is
governed by a five-member County Board of Commissioners representing separate districts.
Washington County desires to construct a new Central Yard Waste service site in central Washington County
to serve its residents. A Conditional Use Permit has been approved by the City of Afton for its site, and the
project team needs to develop final plans and details for final approvals from the City of Afton, Minnesota
Department of Transportation (MnDOT) and Washington County.
Washington County is completing topographic survey and a tree inventory in house that will be supplied to
the successful consultant team. The conditional use permit application and preliminary layouts are available

2. Scope of Services
The successful Contractor will have the ability to perform all the functions below. Contractors who cannot
provide the full range of requested services may submit a proposal, but must clearly note any services listed in
this request which would not be provided. Contractors are also encouraged to highlight any services for which
they possess particularly notable qualifications.
All reports/documentation must be developed and presented in Microsoft Office and all design files must be
developed in a format that is allowable by approval agencies such as City of Afton, Minnesota Department of
Transportation and Washington County. This could include Microstation or AutoCAD formats.
The role of the selected consultant will be to complete all tasks necessary to take this project through municipal
approvals with the City of Afton and provide an approved plan to MnDOT for approvals for improvements along
Hudson Road. The preliminary layout attached in Exhibit C provides the framework for project improvements.
2.1. Project Coordination
2.1.1. Project Management
Washington County staff will serve as the primary point of contact for direction, deliverable reviews and
approval, management of contract, and external communications for the project.
The Consultant will perform all work necessary to effectively coordinate the project development,
develop and maintain the project schedule and budget as well as manage the Project Management
Team (PMT) starting with a project kick-off meeting. After the kick-off meeting, the PMT will include a
mix of virtual and in-person meetings depending on the materials. The Consultant will be responsible for
leading & coordinating the PMT meetings and producing meeting agendas and meeting minutes. Up to
six PMT meetings with various County staff are anticipated and four additional small group meetings are
expected to discuss particular items such as the BioChar needs.
The proposal should include a detailed schedule for the project including all elements required for a
successful project and a summary of the project management measures required to ensure that the
project is completed on time, within budget and in accordance with applicable laws, policies, standards
and good engineering practice. Monthly progress reports shall be submitted with each invoice.
2.1.2. Permitting
The Consultant shall be responsible for all necessary permit applications and submittals required. This
includes all necessary material production required. The known permits are:

• Valley Branch Watershed District Permit
• City of Afton Conditional Use Permit final approvals
• Xcel Energy Encroachment Agreement
• Xcel Service Application
2.1.3. Data Collection and Site Visits
Washington County has completed a topographic survey and tree inventory. The successful consultant
will utilize these files to further design and submittals. Washington County and/or MnDOT will provide
available record plans for Hudson Road South.
2.1.4. Utility Coordination
For the purposes of this RFP, "utilities" shall mean and include, but not be limited to, all privately,
publicly, or cooperatively-owned pipes, lines, antennas, or facilities for the distribution or transmission
of electrical energy, gasoline, oil, natural gas, water, sewage, steam, cable TV, telephone or other
material and communication lines and devices. The MnDOT Utility Relocation process will be required to
be followed.
The Consultant shall contact Gopher State One to obtain a design locate of all utilities within the project
limits. The Consultant will determine conflict points between planned improvements and existing or
planned utility facilities. The Consultant will then make recommendations on relocation alternatives,
with emphasis on cost effectiveness and on minimizing conflicts.
The Consultant shall obtain the locations of all utilities that exist within the limits of construction and
that may be affected by the project. Utility location information shall be obtained directly from the
utility owner unless such means is not feasible. All utilities shall be identified as to owner, type and size.
All utilities shall be shown on the preliminary layout and plans in accordance with the requirements of
the “Utility Notification Law”, Minnesota Statute Section 216D.04.
The Consultant shall contact the utility owners and use all customary procedures to review the existing
locations and discuss all utility relocations necessitated by the project construction as well as any other
revisions to the utilities, or installation of new utilities, within the project limits which may be deemed
necessary for project construction or for which the Consultant has learned will be required in the future.
The procedures outlined in the MnDOT Utility Accommodation and Coordination Manual for utility
identifications and notifications are applicable for design activities.
Up to three utility identification / information / coordination meetings will be arranged by the
Consultant. Meeting minutes of all contacts, conferences and meetings with the utilities shall be kept by
the Consultant and shall become part of the permanent project record and shall be transferred to
Washington County.
At the start of final design, specific areas may be identified for a utility Quality Level D and/or C. Quality
levels shall be determined according to the guidelines of ASCE/UESI/CI 38-22, entitled "Standard
Guidelines for Investigating and Documenting Existing Utilities."
2.1.5. Geotechnical Evaluation
This area is identified as a potential for Karst, the Consultant shall make a proposal for geotechnical
evaluation efforts in the proposal based on the known site conditions and requirements from all
permitting parties. The Consultant shall conduct a Geotechnical Evaluation and Report either in-house
or by hiring a qualified firm. The Consultant will incorporate recommendations, complete pavement and
typical section design and investigate potential ponding areas. Potential stormwater Best Management
