The Minnesota Department of Administration (ADM) and Minnesota IT Services (MNIT) intend to renew an agreement with Jaggaer LLC for up to 60 months to provide ongoing access to the Jaggaer e-Procurement SaaS product.
Jaggaer is the e-Procurement tool that provides functionality for the MNSITE Master Contract program. It includes vendor information, insurance compliance, contacts and contract information. Jaggaer ties vendors’ master contracts to any work orders issued through MNSITE. This tool was competitively solicited and purchased in 2017. It has been heavily configured and customized. Continued access to the software is necessary to maintain continuity of operations for the MNSITE program for both internal and external stakeholders. No other tool can provide seamless continuity without a significant redevelopment and change-management effort.
ADM and MNIT determined that Jaggaer is the only commercially reasonably available commodity product. This is deemed a single source purchase because the Jaggaer SaaS tool is solely distributed and supported by Jaggaer LLC and is not available from any other third parties.
