Request for Expressions of Interest for Clean Energy Delivery Program

In an effort to refine its delivery strategy for clean energy and energy storage systems, including the development of behind the meter clean energy assets to support its traction power needs, the California High-Speed Rail Authority has issued a Request for Expressions of Interest (RFEI).  The RFEI seeks to engage qualified entities (Respondents) with expertise in clean energy generation, energy storage, grid integration, and related infrastructure delivery.

The Authority is seeking feedback across four primary areas:

1) organizational experience and market readiness, including regulatory, permitting, and supply chain capabilities;

2) commercial and delivery approaches, such as contracting models, partnership structures, and risk allocation frameworks;

3) technical and technology considerations, including system configurations, clean generation, energy storage, and integration with the high-speed rail traction power system; and

4) financial and risk perspectives, including funding feasibility, financing mechanisms, and key risk mitigation strategies.

The Authority also welcomes additional input on innovative technologies, delivery approaches, or other concepts that may enhance cost efficiency, schedule acceleration, or improve system resilience.

The issuance of this RFEI does not commence a procurement process and does not obligate the Authority to initiate a procurement or award a contract. Expressions of Interest (EOIs) received from Respondents will not be scored.

The anticipated schedule for this RFEI is as follows:

- Release: Thursday, January 8, 2026
- Written Questions Due: Friday, January 23, 2026, 12 p.m. Pacific Time
- EOI Response Deadline: Wednesday, February 4, 2026,12 p.m. Pacific Time
- One-on-one Meetings: February 11, 2026, San Francisco Bay Area, Location and Time TBD.
