GRANT WRITING AND SUPPORT SERVICES

COUNTY OF LAKE DEPARTMENTS OF PUBLIC WORKS, WATER RESOURCES, and PUBLIC SERVICES
LAKE COUNTY, CA
County departments, shown on the title of the Request for Qualifications, are seeking experienced and qualified professional grant writing consultants, individuals, non-profit organizations, or other entities (collectively referred to as “Consultant”) with a proven track record of researching, developing, preparing, and submitting successful grant applications for federal, state, and local government and other grants, as well as supporting the County departments following grant award.
SOQs must be received at or before 2:00 p.m. (local time) on Thursday, April 3, 2025.
SUBMITTAL INSTRUCTIONS

to confirm the County has received your submission. If Consultant does not receive an email confirming County’s receipt of the SOQ, call 707-263-2341 to confirm that the County received the SOQ. County encourages consultants to submit SOQ before noon on the date due.
5. Late submittals will not be considered.
SCOPE OF WORK
The following categories include many of the areas, elements, and focuses that the selected On-Call Public Works Grant Writing and Support Consultants would provide, such as services involving Associated Outreach, Planning/Engineering and Analytical Support Services consultants or a team of consultants. Selected proposers will be required to prepare comprehensive grant applications which may include some or any of the following items listed. In addition, the passage of the Infrastructure Investment and Jobs Act by Congress has created new grant opportunities for the County. The County is seeking grant writing consultants to assist departments as requested and to seek and apply for grant opportunities. The scope of work will include the following items:
1. Monitor and identify funding opportunities.
2. Maintain a list of past, present, and future funding opportunities.
3. Meet with staff monthly to discuss upcoming grant opportunities.
4. Notify staff of Notice of Funding Opportunities.
5. Interact with the grant agency to discuss grant requirements and what is necessary for a successful grant application, including the preferred scope of work and specific details required.
6. Prepare grant applications including writing, graphics, maps, budgets, and schedules.
7. Work with County staff for narratives, graphics, and other documentation that the County will prepare as part of a grant application.
8. Outreach and communications support and expertise, e.g., written, graphic, survey, and web page development, effective outreach methods, communications support and expertise with equity and business communities both for any advance work needed in preparation of a grant application and knowledge in developing outreach and communication efforts as part of a grant’s scope of work.
Consultants are expected to provide a detailed scope of work that covers the items outlined above, along with any additional items that the Consultant deems necessary to provide full service to the County in delivering the described Project.
