Description


The City of Hampton, Georgia (the ¿City¿), on behalf of and for the benefit of its Downtown Development Authority (the ¿DDA¿), is requesting proposals from qualified, licensed, and experienced demolition contractors to provide complete demolition and site clearance services for the existing structures located at 24 East Main Street and 26 East Main Street in Hampton, Georgia (the ¿Project¿).
This RFP is issued in full compliance with the City of Hampton Purchasing Policy. The solicitation follows the competitive procurement requirements applicable to expenditures exceeding $50,000, including formal solicitation, evaluation by a designated Evaluation Committee, and required approval of the resulting contract. The process incorporates best practices to ensure transparency, fairness, competition, and protection of public funds and historic resources.
The successful proposer will serve as the prime demolition contractor and will be responsible for the safe, complete removal of all above-grade and below-grade structures, protection of adjacent historic and occupied buildings (including shared demising walls), utility disconnection and proper capping/abandonment, hazardous materials handling (if any), debris removal and lawful disposal, site clearing and grading to surrounding elevations, erosion control, and restoration of sidewalks, curbs, and public right-of-way along East Main Street and Cherry Street. All work shall comply with applicable codes, permits, the attached Existing Conditions Assessment and Code Analysis Report prepared by Pond & Co. and Shear Structural dated December 3, 2025 (the ¿Pond Report¿), and the requirements of the Hampton Historic Preservation Commission (HHPC).

1.0 INTRODUCTION
The City of Hampton, Georgia (the "City"), on behalf of and for the benefit of its Downtown
Development Authority (the "DDA"), is requesting proposals from qualified, licensed, and experienced
demolition contractors to provide complete demolition and site clearance services for the existing
structures located at 24 East Main Street and 26 East Main Street in Hampton, Georgia (the "Project").
This RFP is issued in full compliance with the City of Hampton Purchasing Policy. The solicitation
follows the competitive procurement requirements applicable to expenditures exceeding $50,000,
including formal solicitation, evaluation by a designated Evaluation Committee, and required approval
of the resulting contract. The process incorporates best practices to ensure transparency, fairness,
competition, and protection of public funds and historic resources.
The successful proposer will serve as the prime demolition contractor and will be responsible for the
safe, complete removal of all above-grade and below-grade structures, protection of adjacent historic
and occupied buildings (including shared demising walls), utility disconnection and proper
capping/abandonment, hazardous materials handling (if any), debris removal and lawful disposal, site
clearing and grading to surrounding elevations, erosion control, and restoration of sidewalks, curbs, and
public right-of-way along East Main Street and Cherry Street. All work shall comply with applicable
codes, permits, the attached Existing Conditions Assessment and Code Analysis Report prepared by
Pond & Co. and Shear Structural dated December 3, 2025 (the "Pond Report"), and the requirements
of the Hampton Historic Preservation Commission (HHPC).
This is a critical downtown redevelopment-enabling project located within the Main Street
Historic District. Protection of adjacent occupied commercial storefronts (immediately north
and south of the site) and preservation of the integrity of shared brick demising walls is
paramount. The DDA and City expect the highest standards of care, documentation, and
accountability.
2.0 BACKGROUND
The City of Hampton is a growing community of approximately 8,500 residents located in Henry
County, Georgia, within the Atlanta metropolitan area. The subject properties (combined Parcel No.
H06-03016000) are located within the DT-MU Downtown Mixed Use District and the Main Street
Historic District overlay. The structures consist of:
* 24 East Main Street: Approximately 1,980 gross square feet, single-story building, currently
gutted to raw earth floor with wood roof structure and brick demising walls. The Pond Report
notes that complete demolition and reconstruction of the front facade would be required for any
renovation; the existing roof structure was designed for lighter loads than current code, and
foundations are inadequate for new loads.

* 26 East Main Street: Approximately 1,050 gross square feet on the ground floor plus
approximately 520 square feet basement (multi-level interior), with steel roof joists in the rear
portion, brick walls, and existing storefront. The Pond Report identifies the need to demolish
existing stairs and replace with code-compliant construction for any reuse, along with full
demolition of all mechanical, electrical, and plumbing systems.
The DDA obtained the comprehensive Pond Report to document current conditions, structural
deficiencies, and considerations for site redevelopment. The DDA intends to clear the entire site
(above- and below-grade) to prepare for future high-quality redevelopment consistent with the DT-MU
district, Historic District guidelines, and the City's economic development goals. The site is immediately
adjacent to occupied commercial buildings on both sides; shared demising walls must remain intact and
undamaged. A 2-hour fire barrier will ultimately be required at these demising walls for any new
construction on the cleared site.
Site visits are strongly encouraged and a mandatory pre-proposal site visit and informational
meeting will be held (see Section 5.0). Proposers are responsible for fully informing themselves of all
site conditions, access constraints, utility locations, and historic district requirements.
3.0 SCOPE OF SERVICES
The selected contractor shall furnish all labor, materials, equipment, permits, licenses, insurance,
bonds, supervision, and incidentals necessary to perform complete demolition of the structures at 24
and 26 East Main Street and restore the site to a clean, graded, erosion-controlled condition ready for
future construction. The work shall include, but is not limited to, the following:
3.1 Demolition and Site Clearance
* Full demolition and removal of all buildings, including the basement at 26 East Main Street, all
foundations, floors (including dirt floors and brick floors), walls, roofs, stairs, interior partitions,
and all above-grade and below-grade elements as generally described in the Pond Report and
existing conditions drawings.
* Complete removal of all existing mechanical, electrical, and plumbing equipment, fixtures,
piping, ductwork, conduit, and service entrances.
* Backfill of all excavations (including basement) with approved compacted structural fill or
granular material to surrounding finished grades, as directed by the City/DDA or its
representative. No voids or settlement-prone areas shall remain.
* Site clearing, final grading to match surrounding grades, and installation of erosion and
sediment control measures (silt fence, straw bales, seeding/mulching, or as otherwise
approved) sufficient to stabilize the site until redevelopment begins.
3.2 Protection of Adjacent Structures and Historic Resources (Critical Requirement)
Because the site is in the Main Street Historic District and shares demising walls with occupied
adjacent commercial buildings (north and south), the following protections are mandatory and
will be strictly enforced:
* Pre-Demolition Condition Survey: Prior to any mobilization or demolition activity, the
Contractor shall, at its sole expense, retain a qualified independent structural engineer or
building inspection firm (acceptable to the City/DDA) to perform and thoroughly document (high-
resolution video, dated photographs, and written report) the existing condition of all adjacent
buildings, with particular attention to shared demising walls, foundations, floors, roofs, and any
visible distress. A copy of the complete survey report and digital media shall be provided to the
City/DDA before work begins. This baseline documentation will be used to evaluate any claims
of damage caused by the Project.

* Protection Plan: Submit a detailed, site-specific written plan for protection of adjacent
structures, including proposed shoring/bracing of shared walls (if any), vibration monitoring
(portable seismographs or equivalent during heavy equipment operation or implosion/implosive
methods if proposed), dust and debris containment, and temporary weather protection for any
exposed adjacent areas. The plan shall be prepared or reviewed by a licensed Georgia
Professional Engineer when structural elements are involved.
* Zero Damage Tolerance: Any damage to adjacent buildings, shared walls, public
infrastructure, or utilities caused by the Contractor's operations shall be repaired or replaced at
the Contractor's sole expense to the satisfaction of the City/DDA and the affected property
owner, within a timeframe approved by the City/DDA. The Contractor shall maintain continuous
communication with adjacent business owners.
* Historic District Compliance: All work shall be performed in a manner that does not adversely
affect the historic character of the Main Street Historic District or damage adjacent contributing
structures. The Contractor shall support the City/DDA in obtaining any required Certificate of
Appropriateness, demolition review, or other approvals from the Hampton Historic Preservation
Commission (HHPC). Work methods, equipment, and sequencing shall minimize visual and
physical impact on the district.
3.3 Utility Coordination and Disconnection
* Disconnect, cap, and abandon all existing utilities (water, sewer, electric, gas,
telecommunications) in accordance with the requirements of the City of Hampton Public Works
Department, the respective utility providers, and applicable codes. All work shall be coordinated
in advance; no active utilities shall be left in a hazardous condition.
* Obtain all required utility abandonment permits, letters of completion, or approvals. Provide
copies to the City/DDA as part of close-out documentation.
3.4 Hazardous Materials and Environmental Compliance
* Although the Pond Report does not identify specific hazardous materials, the Contractor is
responsible for compliance with all federal, state, and local regulations regarding identification,
handling, removal, transportation, and disposal of any asbestos-containing materials (ACM),
lead-based paint, PCBs, mercury, or other hazardous substances encountered during
demolition.
* If not already performed, the Contractor shall arrange for a pre-demolition hazardous materials
survey by a Georgia-licensed inspector and provide the report to the City/DDA. Any abatement
required shall be performed by properly licensed and certified personnel, with all manifests,
notifications (including Georgia EPD NESHAP notifications where applicable), and disposal
receipts retained and provided to the City/DDA.
* Construction and demolition (C&D) debris shall be recycled or diverted from landfills to the
maximum extent practicable. The Contractor shall provide a waste management/diversion
summary with final close-out documentation.
3.5 Permits and Regulatory Compliance (Expanded Requirement)
The Contractor shall be responsible for identifying, applying for, paying for, and obtaining all
permits, approvals, and notifications required for the work, including but not limited to:
* City of Hampton Demolition Permit from the Building Department.
* Hampton Historic Preservation Commission (HHPC) review, Certificate of Appropriateness
(if required for demolition activities in the Main Street Historic District), or written confirmation
that no COA is required. The Contractor shall attend any required HHPC meetings and provide
supporting documentation.
* Utility permits and abandonment approvals from City Public Works and all affected utility
companies (water/sewer, electric, natural gas, etc.).

* Erosion and Sediment Control / Land Disturbance Permit (if required by City; best
management practices are required regardless of threshold).
* Traffic Control Plan approval and any required permits for lane or street closures on East
Main Street or Cherry Street (coordinate with City Police and Public Works to minimize impact
on downtown businesses and events).
* Georgia EPD notifications for demolition and any required asbestos/lead abatement.
* Any other permits required by federal, state, or local law. The City/DDA will provide
reasonable assistance in obtaining owner signatures or owner-specific permits but the
Contractor remains responsible for timeliness and completeness.
3.6 Safety, Traffic Control, and Public Protection
* Provide and maintain all required safety measures, barricades, fencing, signage, lighting, and
traffic control devices to protect the public, workers, and adjacent properties throughout the
project.
* Daily safety and progress reports (submitted electronically) summarizing work performed, any
incidents or near-misses, vibration monitoring results (if applicable), and upcoming activities.
* A site-specific Safety Plan and a Traffic Control Plan (prepared by a qualified person, e.g.,
ATSSA or equivalent certified) shall be submitted for City/DDA review and approval prior to
mobilization.
3.7 Specific Deliverables and Close-Out
* Complete demolition, site clearance, grading, and stabilization within the contract time.
* Pre-demolition condition survey report and media (as described in 3.2).
* All permits, approvals, utility abandonment letters, hazmat manifests/notifications, and disposal
receipts.
* Final site inspection and written certification (by Contractor and City/DDA representative) that
the site is clear, graded, stabilized, and ready for future construction.
* As-built or post-demolition photographs and site documentation.
* All work papers, manifests, inspection reports, and close-out documentation retained and
delivered to the City/DDA for a minimum of seven (7) years, in accordance with Georgia records
retention requirements.
Services will be provided under a Construction Services Agreement between the successful proposer
and the DDA (or the City as agent for the DDA). The target substantial completion date is no later than
November 30, 2026, or such other date as may be proposed by the Contractor and accepted by the
City/DDA. The Pond Report, existing conditions drawings (attached), and any addenda or additional
information posted to the procurement portal shall form the basis of the work.
4.0 PROPOSAL SUBMISSION REQUIREMENTS
All proposals must be submitted electronically via the City's designated procurement platform (currently
Beacon or its successor) no later than Friday, August 7, 2026, at 3:00 P.M. EST. Proposals received
after this deadline will not be considered. The City/DDA will not accept hard copies, faxes, or emails
unless specifically authorized in an addendum.
Proposals must be clearly titled "RFP 2026-05 - Demolition Services - 24/26 East Main Street - [Firm
Name]" and must include all required elements below. Incomplete or non-responsive proposals may be
rejected.
4.1 Firm Information
* Company name, physical address, mailing address, telephone, email, and website.

* Description of firm size (number of employees), years in business, organizational structure, and
primary office location serving Georgia clients.
* Key personnel who will be assigned to the Project (Project Manager, Superintendent, Safety
Officer, and any structural consultant), including their roles, qualifications, and time commitment.
4.2 Qualifications and Experience
* Affirmative statement that the firm is properly licensed as a demolition contractor (or equivalent)
in the State of Georgia, carries all required insurance, and is registered with the Georgia
Secretary of State to do business in Georgia.
* Evidence of at least five (5) years of continuous experience in urban/commercial demolition
projects of similar size and complexity, with specific emphasis on projects involving: (a) historic
districts or buildings, (b) protection of adjacent occupied structures with shared walls, (c)
basement or below-grade demolition in urban settings, and (d) municipal or government clients
in Georgia.
* Detailed list of at least three (3) and preferably five (5) comparable demolition projects
completed within the last seven (7) years for Georgia municipalities, downtown development
authorities, or private owners in historic/commercial districts. For each project, provide: client
name and current contact information (name, title, phone, email), project location and
description, contract value, completion date, and a concise description of protection measures
used for adjacent structures and any historic compliance requirements.
* Detailed resumes (maximum two pages each) of the proposed Project Superintendent, Safety
Officer, and any key structural or environmental consultant. Highlight relevant certifications
(OSHA 30, hazmat, ATSSA traffic control, Georgia licensed PE if applicable, etc.).
* Proof of current registration with the Georgia Secretary of State and active status with the
Georgia State Licensing Board for Residential and General Contractors (or equivalent for
demolition work).
* Evidence of insurance meeting or exceeding the minimum requirements in Section 7.0, with the
ability to name the City of Hampton and the Downtown Development Authority as additional
insureds on a primary and non-contributory basis. A sample certificate of insurance or broker
letter is acceptable at proposal stage; actual endorsements will be required upon award.
4.3 Approach to Scope of Services
* Technical Narrative: A detailed narrative (maximum 8 pages) describing the firm's
understanding of the site conditions based on the Pond Report, existing conditions drawings,
and site visit observations. Address sequencing of demolition (above-grade vs. basement, front
vs. rear), protection of shared demising walls and adjacent occupied storefronts, hazardous
materials identification and handling procedures, utility coordination and capping,
dust/noise/vibration/debris control, traffic and public safety measures on East Main Street,
erosion control, and final site restoration. Explain how the approach will comply with HHPC
requirements and minimize disruption to downtown businesses and the historic district.
* Proposed Project Schedule: A realistic bar chart or milestone schedule showing key activities
(mobilization, pre-demo survey, utility disconnections, demolition phases, backfill/grading,
erosion control installation, final inspection, close-out) with durations and a proposed substantial
completion date no later than November 30, 2026. Identify any long-lead items or constraints.
* Safety and Traffic Control Plans: Outline of the site-specific safety program and traffic control
approach (detailed plans to be submitted post-award for approval).
* Quality Assurance / Quality Control: Description of how the firm will ensure compliance with
the Pond Report, permit conditions, and protection requirements, including inspection hold
points and documentation.

* Lump-Sum Fixed Price: A single all-inclusive lump-sum price for the complete scope of work
described herein. The price shall include all labor, materials, equipment, permits, fees,
insurance, bonds, taxes, disposal costs, protection measures, pre-demo survey, vibration
monitoring, traffic control, erosion control, site restoration, close-out documentation, and any
other costs necessary to deliver a complete, compliant Project. No separate line items for travel,
mobilization, or overhead will be accepted.
* Unit Prices for Potential Extras (for negotiation and change order purposes only): Provide
unit prices for the following potential additive or deductive items (these are not part of the base
lump sum unless used): (a) additional foundation or concrete removal beyond that shown in the
Pond Report (per cubic yard); (b) asbestos or other hazardous materials abatement (per square
foot or unit, with crew and equipment rates); (c) additional backfill material and compaction (per
cubic yard); (d) sidewalk/curb replacement beyond the immediate disturbed area (per linear foot
or square foot).
* All fees must be clearly stated and all-inclusive. The City/DDA reserves the right to
negotiate scope, schedule, and price with the highest-ranked proposer(s) prior to award.
5.0 QUESTIONS, PRE-PROPOSAL MEETING, AND SITE VISIT
Mandatory Pre-Proposal Site Visit and Informational Meeting: A mandatory site visit and pre-
proposal informational meeting will be held on Wednesday, July 15, 2026, at 10:00 A.M. EST at the
project site (24/26 East Main Street, Hampton, GA). Attendance by at least one representative of each
proposing firm (preferably the Project Manager or Superintendent) is required. Failure to attend may
result in rejection of the proposal as non-responsive. The meeting will include a walkthrough of both
structures, discussion of the Pond Report findings, historic district considerations, adjacent building
protection expectations, and an opportunity for questions. Meeting minutes and any additional
information will be issued as an addendum.
Questions and Clarifications: All questions, requests for clarification, or communications regarding
this RFP must be submitted exclusively through the City's designated procurement platform (Beacon or
successor) to the attention of City Manager Jeff Baker no later than Friday, July 24, 2026, at 3:00 P.M.
EST. Questions submitted after this deadline or through any other channel (including email or phone)
will not be answered. Responses to timely questions will be posted as addenda on the procurement
platform. Proposers are responsible for checking the platform regularly for addenda.

6.0 EVALUATION AND SELECTION PROCESS
This RFP will be evaluated in accordance with the City of Hampton Purchasing Policy. Proposals will
first be reviewed for responsiveness and completeness. Responsive proposals will then be evaluated
by an Evaluation Committee consisting of the City Manager, the appropriate Department Director or
DDA representative, and at least two additional Department Directors or Subject Matter Experts, as
provided in the Purchasing Policy.
Evaluation Criteria and Weighting (Best Value):
* Firm Qualifications, Relevant Experience, and Key Personnel (30%): Demonstrated
successful experience with comparable urban/historic district demolition projects, quality of
references, strength of proposed team, and licensing/registration status.
* Technical Approach, Protection of Adjacent/Historic Resources, Schedule, and Safety
(30%): Quality and feasibility of the proposed methodology, especially measures to protect
shared walls and adjacent occupied buildings; understanding of the Pond Report and historic

district requirements; realism and aggressiveness of schedule; robustness of safety and traffic
control plans.
* Fee Proposal / Best Value (25%): Competitiveness of the lump-sum price and unit prices;
overall value considering qualifications and approach.
* References and Past Performance on Similar Sensitive Projects (15%): Quality of client
references, history of on-time/on-budget performance, claims or disputes history (if any), and
record of protecting adjacent structures and complying with historic preservation requirements.
The Evaluation Committee may shortlist the highest-ranked proposers for interviews or presentations
(virtual or in-person). The City/DDA reserves the right to negotiate scope, price, schedule, and contract
terms with one or more highest-ranked proposers. Final selection and contract award are subject to
approval as required by the Purchasing Policy for expenditures of this magnitude. The City/DDA
reserves the right to reject any or all proposals, to waive minor informalities or irregularities, and to
cancel this RFP at any time.
7.0 GENERAL CONDITIONS, INSURANCE, BONDS, AND PROTECTIONS
FOR THE DDA
The following conditions apply in addition to those in the City's Purchasing Policy and the sample
Construction Services Agreement attached to this RFP. By submitting a proposal, the proposer agrees
to these terms.
7.1 Insurance Requirements (Minimum)
The successful Contractor shall maintain, at its sole expense, the following insurance coverage from
insurers rated A-VII or better by A.M. Best (or equivalent), with the City of Hampton and the Downtown
Development Authority named as additional insureds on a primary and non-contributory basis, and with
waivers of subrogation in favor of the City and DDA:
* Commercial General Liability: $2,000,000 per occurrence / $4,000,000 general aggregate (or
higher), covering bodily injury, property damage (including to adjacent structures), personal
injury, and advertising injury. Coverage shall include explosion, collapse, and underground
(XCU) hazards.
* Workers' Compensation: Statutory limits as required by Georgia law, with Employer's Liability
of at least $1,000,000.
* Commercial Automobile Liability: $1,000,000 combined single limit per accident for bodily
injury and property damage, covering all owned, hired, and non-owned vehicles.
* Pollution Liability / Contractor's Pollution Liability: $2,000,000 per occurrence / aggregate,
covering claims arising from handling, transportation, or disposal of hazardous materials or site
contamination caused by the work.
* Professional Liability (if shoring, protection, or engineering plans are prepared by
Contractor's consultants): $1,000,000 per claim / aggregate.
7.2 Performance and Payment Bonds
Within ten (10) business days of notice of award, the successful Contractor shall furnish Performance
and Payment Bonds, each in the amount of one hundred percent (100%) of the contract sum, issued by
a surety company licensed to do business in Georgia and rated A- or better by A.M. Best. The bonds
shall name the Downtown Development Authority (and/or the City of Hampton as its agent) as obligee.
The cost of bonds shall be included in the lump-sum proposal price. No work shall proceed until bonds
are approved and on file with the City Clerk.
7.3 Indemnification and Hold Harmless (Strongly Recommended Protections for DDA)

To the fullest extent permitted by law, the Contractor shall defend, indemnify, and hold harmless the
City of Hampton, the Downtown Development Authority, and their respective elected and appointed
officials, officers, employees, agents, and volunteers from and against any and all claims, damages,
losses, costs, and expenses (including reasonable attorneys' fees and litigation costs) arising out of or
resulting from the performance of the work or the Contractor's operations, including but not limited to:
(a) injury to or death of any person; (b) damage to or loss of any property, including adjacent buildings,
shared walls, utilities, and public right-of-way; (c) environmental contamination or violation of
environmental laws; (d) liens or claims by subcontractors, suppliers, or laborers; (e) violations of any
law, ordinance, or permit condition; and (f) any claim arising from the Contractor's failure to properly
protect adjacent structures or comply with historic district requirements. This indemnification shall apply
regardless of whether the claim is caused in part by the negligence of the indemnified parties, except to
the extent caused by the sole negligence or willful misconduct of the indemnified parties. The
Contractor's indemnification obligations shall survive final payment and termination of the contract.
7.4 Additional DDA and City Protections
* Retainage: Ten percent (10%) of each progress payment shall be retained until substantial
completion; five percent (5%) shall be retained until final acceptance and close-out
documentation is complete, unless otherwise agreed in the contract.
* Liquidated Damages: The contract will include liquidated damages in the amount of $500 per
calendar day for each day substantial completion is delayed beyond the agreed date, to
compensate the City/DDA for extended administrative costs, lost redevelopment opportunity,
and impacts to downtown revitalization efforts. This is not a penalty.
* Warranty: One (1) year warranty on all workmanship and materials from the date of substantial
completion, plus any longer periods required by law or specific permits. The Contractor shall
promptly repair any defects or settlement issues at no cost to the City/DDA.
* No Extra Compensation for Site Conditions: The site is being offered in "as-is" condition. The
Contractor is responsible for conducting its own independent investigation (including the
mandatory site visit and review of the Pond Report and drawings). No claims for extra
compensation or time extensions will be entertained for conditions that could have been
discovered through reasonable diligence.
* Records and Audit: All project records shall be subject to audit by the City, DDA, or their
designees for a period of seven (7) years after final payment. The Contractor shall cooperate
fully with any investigation or audit.
7.5 Required Forms and Certifications
The following forms, available as attachments or on the procurement platform, must be completed and
submitted with the proposal (or upon request):
* Non-Collusion Affidavit
* E-Verify Affidavit (O.C.G.A. 13-10-91)
* Conflict of Interest Certification
* Any additional certifications required by Georgia law or the Purchasing Policy (e.g., Iran/Russia
divestment, SAVE verification if applicable)
Failure to submit required forms may render the proposal non-responsive.
