THROUGH THE COLLABORATIVE DELIVERY METHOD (CMAR)
General Notice
The City of Calhoun (Owner) will be requesting Statements of Qualifications and Proposals from
Construction Manager at Risk (CMAR) organizations (Proposers) for the construction of the following
Projects, and for related pre-construction and procurement CMAR services:
BRITTANY DRIVE WTP IMPROVEMENTS - CONTRACT A
C&S Project No.: C1075.004
&
MAULDIN ROAD WTP IMPROVEMENTS - CONTRACT B
C&S Project No.: C1075.005
Owner will receive Statements of Qualifications and cost proposals demonstrating the Proposer's
qualifications and ability to provide CMAR services and construct one or both projects at Calhoun Utilities,
700 West Line St., Calhoun, GA 30701, until Thursday, July 30, 2026 at 10:00 a.m. local time. After that
time, Owner will no longer accept Statements of Qualifications and Cost Proposals. See Requests for
Qualifications and Requests for Proposals for details on preparing and submitting the Statement of
Qualifications and Cost Proposals.
The CMAR Contract will include the following services and Work for Contract A:
* Construction of a new 12.8 MGD (hydraulically designed for an ultimate capacity of 18 MGD)
reverse osmosis (RO) treatment facility for PFAS reduction, including:
o MF Membranes
o RO Membranes
o Clean In Place (CIP) Equipment
o Chemical Feed System(s)
o Chemical Storage Area(s)
o Integrated SCADA System with Remote Access Controls
o New Building with:
Overhead Industrial Hoist System
Large Bay Doors
Climate Control w/ Humidity Control

Osmosis (RO) treatment facility for PFAS reduction, including:

The pre-construction and procurement services of the CMAR Contract has an expected start date of
October 2026 and an estimated duration of pre-construction and procurement services of 300 days. The
Notice to Proceed for construction is expected to occur October 2027 with a duration of 920 days. Final
completion of the project is expected to be April 2030.

The Proposal Documents are available to view for free at the designated website. The fee to download
the digital documents is $50.00 payable through the website. An SOQ will not be considered by the Owner
unless the Bidder is on record as having purchased and received complete RFQ/SOQ documents.
All prospective Proposers are required to register with the designated website as an interested party, even
if the Proposer has obtained the Proposal Documents from a source other than the designated website.
Neither Owner, Owner's Advisor, nor Engineer will be responsible for Proposal Documents, including
addenda, if any, obtained from sources other than QuestCDN.com.
Information Conference
An Information Conference regarding the CMAR Contract and CMAR selection process will be held on
Thursday, July 9, 2026 at 9:00 a.m. at Calhoun Utilities, 700 West Line St., Calhoun, GA 30701. Attendance
at the Information Conference is mandatory.

Selection of the Construction Manager at Risk (CMAR) will be made using a two-step process.
Step One: The Owner will receive Statements of Qualifications and Cost Proposals from interested
Proposers. The Owner may decide to hold virtual interviews with all Proposers to clarify any potential
questions regarding information provided in the SOQs. Please hold July 31, 2026 in your calendars for
virtual interviews. Time slots for interviews will be sent out after the pre-bid information conference. The
SOQs and Cost Proposals will be evaluated independently and scored based on established criteria.
Proposers shall submit one (1) SOQ addressing the Proposer's overall qualifications for delivery of the
Project(s). The Owner intends to evaluate qualifications through a single SOQ submission applicable to
both projects.
Proposers shall submit cost proposals for:
a. Contract A only,
b. Contract B only, and/or
c. Contract A and Contract B combined.
Submission of proposals for Contract A and Contract B only, without submission of a combined Contract
A + Contract B proposal, will be interpreted by the Owner as the Proposer not seeking consideration for
award of both projects to a single CMAR contract. The Owner reserves the right to award Contract A and
Contract B separately to different Proposers, award both projects to a single Proposer, reject any or all
proposals, or make such award(s) as determined to be in the Owner's best interest.
The combined scores will be used to develop a list of qualified, responsive Proposers. These shortlisted
Proposers will be invited to participate in Step Two interviews.
Step Two: The shortlisted Proposers will be invited to participate in an interview, which will also be scored.
The scores from Step One and Step Two will be combined to determine the final ranking of Proposers for
award of the CMAR Contract.
Under the two-step process the selection of the Construction Manager at Risk will be made using the
following selection criteria and scoring:
