City of Pembroke, Georgia
Request for Qualifications
Engineering & Grant Management Services for
Water and Wastewater System Resiliency Projects
The City of Pembroke, Georgia (hereinafter "Owner" or "City") is requesting Statements of
Qualifications from professional firms interested in providing engineering and design services and
grant management services. The services requested are for multiple water and wastewater system
improvement projects funded in part by the Georgia Environmental Finance Authority (GEFA)
Hurricane Helene Resilience Funding Program. This Request for Qualifications (RFQ) seeks to
identify one or more qualified engineering firms and one grant management firm to provide the
above-mentioned services. Potential providers of each service type should have a strong record in
successfully assisting local governments with public works infrastructure projects associated with
Federal and/or State grant programs.
One or more firms for each type of service that respond to this RFQ and who are determined by the
City of Pembroke to be especially qualified for each type of service may be deemed eligible and
may be invited to discuss and negotiate for these services. All respondents to the RFQ are subject
to instructions communicated in this document and additional terms and conditions listed in the
RFQ. Please note: The issuance of this RFQ invokes a Restriction of Communication on potential
respondents, which, if violated, may result in proposal rejection (See Section 8 for details).
1. General Project Information
Project Descriptions & Goals
The overall goal of the projects is to address the impacts of Hurricane Helene and promote
resilience in drinking water and wastewater facilities in Georgia, including decentralized
wastewater facilities. The specific descriptions and goals for each project are as follows:
A. Drinking Water Project No.32 - Proposed Water Well & Power Supplies. The proposed
project involves the construction of a new well to replace the existing well, converting
the existing one to a dedicated backup supply. Includes drilling, disinfection, and backup
power for resilience (at new well and at existing well). Total Project Cost: $2,674,875.00
B. Clean Water Project No.27 - Pump Station Generators & Telemetry. This project will
install permanent backup power generators at designated lift stations. A telemetry
system will provide real-time monitoring of critical operational data, transmitting status
and alarms to City personnel. Total Project Cost: $2,100,000.00.
2. Requirements:
Engineering Firms: The firm must demonstrate experience in successful design and
oversight of construction of municipal water systems.
Grant Administration Consultants: The grant administrator must demonstrate grant
management experience in compliance with state and federal grant regulations.
The final scope of services will be developed during the negotiation process and agreed
upon by the City and awardee(s) prior to the execution of the contract(s).

the following criteria:
EVALUATION CRITERIA
The City reserves the right to offer an award based on any combination of factors it
determines to be in the best interests of the City and the City Residents. Price will be a
factor, but it will not be the sole determining factor in awarding the bid. The City may
award the bid to the Firm demonstrating the most complete response and demonstrating
full compliance with the specifications in accordance with procurement requirements set
forth by the State of Georgia and the Federal Government.
4.1. Evaluation Committee & Criteria
The basis of selection will be the lowest responsive and responsible bid, as determined
based on the Evaluation Committee's evaluation of the Proposals, including but not limited
to the following evaluation criteria:
* Past performance on similar projects in terms of quality of work, cost control, and
compliance with performance schedules. This must be documented by references and
other means within the bid response - 30%
* Firm qualifications and experience - 20%
* Project Approach (i.e. methodology, understanding of the work to be performed) - 20%

* Technical approach - quality of package (requested information provided, presentation,
etc.) - 10%
The Evaluation Committee shall evaluate each of the Proposals using the criteria and
applying the percentages as set forth in the percentages above. The City is not obligated
to accept the lowest cost proposal. The City may also award to other than the highest
ranked proposer if the price submitted by that proposer is more than the budget available
for the project. If made, the award will go to the Proposer providing the most responsive,
responsible proposal that provides the best overall value and service to the City. A
Selection Committee, consisting of representatives of the City, will identify a finalist firm
through a qualifications-based selection process.
