Spillers Lane Lift Station Rehabilitation

INVITATION TO BID
COMPETITIVE COST SEALED BIDS
Sealed bids for the construction of Spillers Lane Lift Station Rehabilitation project, for
the City of Covington (Owner), will be received until July 30, 2026, at 2:00 PM local time.
Bids must be submitted electronically through QuestCDN.com. No paper submissions will
be accepted. Any Bid received after said time and date will not be considered by the
Owner. No Bid may be withdrawn after the closing time for the receipt of Bids for a period
of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by
State Law. Base bid cost of all Bids submitted will be published to the QuestCDN website
approximately 60 minutes after the closing time and can be viewed by the Bidder.
SCOPE OF WORK
The work to be completed shall consist of furnishing all materials, labor, and equipment
necessary to complete the Spillers Lane Lift Station Rehabilitation shown on the Drawings
and as specified herein, including, but not limited to, mobilization/demobilization, bonds,
insurance, bypass pumping of sanitary sewer, demolition of existing pump station,
rehabilitation of existing wet well, pump installation, valve vault installation, control panel
installation, pipe preparation and coating, bypass connection, concrete, soil erosion and
sediment control, construction exit, electrical, mechanical, and other appurtenances
necessary to provide complete and working installation.
Time allotted for completion of work is 240 calendar days. All Work shall be completed in
accordance with the plans and specifications. The Work will be awarded in one (1)
Contract.
PRE-BID CONFERENCE
A mandatory pre-bid conference will be held at the Covington Water Reclamation Facility
located at 10820 Covington Bypass Rd, Covington, GA, 30014 at 10 a.m. on Tuesday,
July 14, 2026. Following the pre-bid conference, a site visit shall be conducted.
Representatives of Owner and Engineer will be present to discuss the project. Engineer will
transmit to all prospective Bidders of record such Addenda as Engineer considers necessary
in response to questions arising at the conference. Oral statements may not be relied upon
and will not be binding or legally effective.
PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS
Complete digital Plans, Specifications and Contract Documents are available at
http://cartersloope.com/outforbid. Bidders may view the digital plan documents for free by
entering the Quest project number 9995587 on the website's project search page. Bidders
may download the digital documents for a fee of $200.00 payable through the website. Bids
must be submitted electronically at QuestCDN.com. There will be an additional $42.00
