Project Description: General Notice
Upper Tioga River Regional Authority (Owner) is requesting Bids for the construction of the following Project:
Municipal Water Supply and Distribution Project 10599-002
Upper Tioga River Regional Authority (UTRRA) will receive sealed bids via PennBid for the construction of Municipal Water Supply and Distribution Project until 2:00 PM local time on Friday November 22, 2024, at which time they shall be opened online and publicly posted via PennBid. All documents and solicitation details are available at no cost on PennBid – www.PennBid.net.
The Project includes the following Work:
The proposed project will involve installing approximately 10.23-miles of 12-inch, 10-inch, 8-inch, and 6-inch new water mains and associated appurtenances, including service stubs between the main and private property boundaries, along the Business 15 corridor between Blossburg and Mansfield. Trenching for water main installation is expected to take place primarily within the shoulder of existing roadways, which will be restored after installation.
An approximately 10-foot by 25 foot building with flow/pressure regulating valving, master meter, and chlorine feed system will be installed at the interconnection with BMA’s water system.
A 400,000-gallon water storage tank will be installed as part of the project. The tank will be approximately 50-feet in diameter, placed at elevation 1390.0 and approximately 40-feet in height. A re-chlorination system, consisting of a 10-foot by 16-foot chlorination, mixing, and valve control building will be installed at the tank. An 8-foot high chain link fence will be installed at the tank site. The proposed tank site is located immediately east of US-15 (future US-99) and immediately south of East Hill Road within Covington Township. The Project has an expected duration of 570 days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A Pre-Bid conference for the Project will be held on 10:00 AM local time on Tuesday October 22, 2024 at the Covington Township Building; 114 East Hill Road, Covington, PA. Attendance at the Pre-Bid conference is encouraged but not required. Instructions to Bidders.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron.
Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components
This Contract is expected to be funded in part with funds provided by the Unites States Department of Agriculture, Rural Utilities Service (RUS).
