    NOTICE INVITING PROPOSALS
    Notice is hereby given that the Oxnard School District (“District”) invites sealed proposals for RFP # 26-
    01 – District-Wide Copiers.
    The District is requesting proposals from qualified firms to provide copy, print, and scan equipment,
    along with all required supplies, service, and maintenance. The District intends to award a multi-year,
    comprehensive service agreement to the proposer deemed most responsive and responsible in
    compliance with the RFP requirements.
    Proposal Due Date and Time:
    Monday, March 23, 2026, no later than 4:00 p.m.
    Proposals must be submitted in writing, in a sealed envelope, and clearly labeled:
    “RFP No. 26-01 – District-Wide Copiers”
    Proposals must be received by the District’s Purchasing Department by the date and time specified
    above. Late proposals will not be accepted. Proposals shall be delivered to:

    Each proposal must conform to and be responsive to all requirements contained in the Request for
    Proposals documents.
    The RFP documents are available for download on the District’s website at:

    The District reserves the right to reject any or all proposals, to waive any immaterial defects,
    irregularities, or informalities, and to accept the proposal that is deemed to be in the best interest of
    the District. Any award resulting from this RFP is subject to approval by the Board of Trustees.
    All questions regarding this RFP shall be submitted in writing to Melissa Reyes, Director of Purchasing,
    at mvreyes@oxnardsd.org. The subject line of all correspondence must include “RFP No. 26-01 –
    District-Wide Copiers.”

    INFORMATION AND GENERAL CONDITIONS
    1. Preparation of Proposal Documents
    Proposal Submission Deadline:
    Proposals must be received no later than 4:00 p.m. on Monday, March 23, 2026.
    Proposals shall be submitted in writing, using the forms provided by the District, and delivered to the
    Purchasing Department by the deadline indicated above at the following address:

    All costs incurred in the preparation and submission of proposals, including any related activities, shall
    be borne solely by the Vendor. The District shall not be responsible or liable for any costs incurred
    during the selection process.
    2. Signature
    Each proposal must be executed in the legal name of the Vendor and signed by an individual
    authorized to bind the Vendor contractually.
    3. Tentative Schedule of Events
    The District anticipates the following schedule for this Request for Proposals (RFP). The District
    reserves the right, at its sole discretion and at any time prior to contract execution, to modify this
    schedule.
    Publication Dates: March 02, 2026 and March 09, 2026
    Deadline for Questions: Thursday, March 12, 2026, by 4:00 p.m.
    Responses to Questions Posted: Tuesday, March 17, 2026, by 4:00 p.m.
    Proposal Submission Deadline: Monday, March 23, 2026, by 4:00 p.m.
    Anticipated Notice of Intent to Award: Monday, March 30, 2026
    Anticipated Board Approval Date: Wednesday, April 15, 2026
    4. Evaluation Process
    Proposals shall be evaluated based on the information contained in the Vendor’s response and any
    additional information available to the District from other sources.
    Proposals must fully conform to and be responsive to the requirements of this RFP. Evaluation criteria
    are set forth within this document.

    If a Vendor is selected, the District reserves the unrestricted right to negotiate any and all final contract
    terms and conditions. Nothing contained in this RFP or any proposal shall limit that right.
    5. Vendor Pre-Response Questions and Addenda
    All questions or requests for clarification must be submitted in writing via email only to:

    Questions must be received no later than 4:00 p.m. on Thursday, March 12, 2026. Telephone inquiries
    will not be accepted.
    Responses to questions will be posted on the District’s Purchasing website. Addenda, interpretations,
    clarifications, or corrections to this RFP shall be issued only through written addenda posted on the
    District’s Purchasing website. Vendors are solely responsible for reviewing the website and obtaining
    all addenda. The District shall not be obligated to answer any questions or clarification requests received
    after the above-specified deadline or any questions submitted in a manner other than as instructed
    above. Failure to request interpretation or clarification of any portion of the Proposal Documents
    pursuant to the foregoing is a waiver of any discrepancy, defect or conflict therein. The District’s
    responses to written questions, clarification requests, interpretations, and corrections shall be
    incorporated into a proposal addendum. Addenda to the RFP will only be posted on the District’s
    Purchasing Department website: https://www.oxnardsd.org/departments/purchasing/bids-and-rfps.
    Vendors are solely responsible for accessing the District’s Purchasing Department website to obtain any
    addenda to the RFP. The District will not distribute addenda to Vendors.
    6. Award of Contract
    If awarded, the contract shall be awarded by the District’s Board of Education to the Vendor whose
    proposal is determined to be the most advantageous to the District, considering price and all other
    evaluation factors, in accordance with Public Contract Code § 20118.2. The District does not guarantee
    that a contract will be awarded.
    The District reserves the right to reject any or all proposals, waive irregularities, and award all or any
    portion of the scope described herein.
    If the selected Vendor fails to execute the contract and provide required documentation within ten
    (10) calendar days of receipt, the District may award the contract to the next highest-ranked Vendor or
    cancel the award.
    7. Completion of Proposals
    Proposals must be complete, unconditional, and submitted in accordance with this RFP. Proposals
    containing omissions, irregularities, conditions, or misleading information may be rejected at the
    District’s discretion.

    8. Errors in Proposal
    Vendors shall be bound by the terms of this RFP regardless of any errors. Vendors identifying errors or
    discrepancies must request clarification in accordance with Section 5.
    9. PROPOSAL DOCUMENTS
    Documents included in this RFP are complementary, such that, scope called for by one shall be binding
    as if called for by all.
    10. COMPLIANCE WITH LAWS
    Compliance requirements are set forth in the anticipated contract.
    11. HOLD HARMLESS AND INDEMNIFICATION
    See anticipated contract/agreement.
    12. Sole Reference
    This RFP and any subsequent addenda constitute the sole and controlling authority governing proposal
    preparation and submission. All other representations, written or oral, are superseded.
    13. Withdrawal of Proposal
    Proposals may be withdrawn in writing prior to the submission deadline. Proposals may not be
    withdrawn for sixty (60) days following the deadline. Pricing shall remain firm for ninety (90) days.
    14. EXCEPTIONS/DEVIATIONS
    Any exceptions to or deviations from the requirements set forth in this Request for Proposals must be
    declared in the proposal submitted by the Vendor. Such exceptions or deviations must be segregated as a
    separate element of the proposal.
    15. DETERMINATION OF RESPONSIVENESS
    The District will evaluate Vendor’s proposal to determine the responsiveness to this RFP and the Scope of
    Work/Evaluation Criteria included.
    16. EVIDENCE OF RESPONSIBILITY
    Vendor’s proposal will be used to evaluate Vendor’s capability to meet the scope of work/evaluation criteria
    as required pursuant to this RFP. Upon the request of the District, a Vendor whose proposal is under
    consideration may be required to submit additional information to support previously provided
    information. The Vendor may also be requested to provide a tour of Vendor’s facilities. As further evidence
    of responsibility, Vendor shall submit with the response to this RFP, contact information from at least
