Description

The Department of the Navy, NAVSUP Fleet Logistic Center Sigonella, Naval Regional Contracting Det Naples, intends to solict, negotiate and award a Firm-Fixed Price contract on a sole source basis.

Authority for other than full and open competition is FAR 12.102(a) for acquisitions valued at or below the simplified acquisition thrshold (SAT), document the decision that only one source is available and the basis for the decision.



Any information received will be considered solely for the purposes of determing whether to conduct a competitive procuremnt in the future. A determination by the U.S. Govenment to not compete this requirement based on responses to this notice is solely within the discretion of the U.S. Government. Interested companies must submit their interest and capability statement in writing by 28 August 2026 at 11:00 AM (Rome, Italy Time). Naval Computer Telecommunications Station (NCTS) Naples Base Communications Office (BCO) is responsible for providing secure and reliable, classified and unclassified, voice, messaging, video and data telecommunications to surface, subsurface, air and ground forces in support of Command, Control, Computer, Communications and Intelligence (C4I) for real-world operations and exercises to U.S. Naval, Joint and Coalition operating forces worldwide. Consistent and proactive maintenance of both the physical Outside Cable Plant (OSP) infrastructure and the supporting backup battery power systems (including rectifiers and uninterruptible power supplies) is essential. These integrated power and cabling systems ensure continuous, uninterruptible Command and Control (C2) communications and guarantee the continuity of service for Level 1 transport voice, video, and data circuitry during both normal operations and emergency power contingencies.
