1. Introduction
Garland County, Arkansas, is seeking proposals from qualified, experienced accounting firms to perform a Single Federal Audit (Single Audit) for the fiscal year ending December 31, 2024.
2. Scope of Work
The selected audit firm will be required to:

Conduct a thorough Single Federal Audit of Garland County’s schedule of federal awards for the year ending December 31, 2024.

Provide an audit opinion and issue a report, including any findings or recommendations.

Complete the appropriate sections of the Data Collection Form that summarizes the audit findings so that management may electronically submit the reporting package to the Federal Audit Clearinghouse.
3. Proposal Requirements
Please include the following information in your proposal:

Firm Profile:
A brief overview of your firm, including experience with Single Audits.

Team Members:
Names and qualifications of the staff assigned to the audit.

Audit Approach:
A description of your approach to conducting the audit.

References:
At least two references for county or municipality audits performed.

Fee Proposal:
A breakdown of the fees for the audit services.

Timeline:
The estimated timeline for completing the audit.

Succession Plan:
A description of your procedure from completion and delivery of the audit in the event that your firm ceases operations for any reason during the term of the agreement.
4. Evaluation Criteria
Proposals will be evaluated based on the following criteria:

Firm’s Experience and Qualifications:
Experience with federal audits, local government audits, and relevant industry expertise.

References and Past Performance:
Positive feedback from past clients and evidence of successful audit completion.

Cost:
A reasonable and competitive fee structure for the scope of work outlined.

Timeliness:
Ability to meet the audit timeline and federal filing deadlines.
5. Submission Instructions
Proposals must be submitted by February 27, 2025. Proposals should be submitted in a sealed envelope, clearly marked with “RFP for Single Federal Audit – Garland County, Arkansas.” All submissions must be sent to:

6. Audit Schedule and Deadlines

7. Terms and Conditions

Garland County reserves the right to reject any and all proposals, as well as to negotiate final terms with the selected firm.

The selected firm will be required to enter into a formal contract with Garland County, which will include specific terms related to confidentiality, timeline adherence, and reporting standards.

The audit firm will be responsible for ensuring that the audit complies with all applicable federal, state, and local laws and regulations.
