16. Description: One, clean, approved, U.S. or foreign flag, double-hull tanker, with an inert gas system and segregated ballast tanks that is capable of carrying a minimum of 310,000 bbls of clean product (intentions JA1) within vessel’s natural segregation in designated cargo tanks with double-valve isolation. This vessel must have no findings on the Intertanko Chartering Questionnaire 88 – Oil/Chemical (Q-88) or Oil Companies International Marine Forum (OCIMF) Ship Inspection Report (SIRE) Program Report that would preclude entry in either Vitol VTTI Terminal in Fujairah, UAE or QATEX Limited Terminal in Mesaieed, Qatar. Any vessel previously declined by these terminals must demonstrate that the cause of the declination has been corrected.
17. Place of Contract Performance: The intended loading port/place is Fujairah, UAE (Vitol); and the intended discharging port/place is Mesaieed, Qatar. The laydays commence 13 December and cancel 14 December 2024, and the period of performance will be one voyage.
18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The Deputy Associate Director of Small Business Programs concurred with this decision.
