The City of Villa Rica is seeking a well-qualified company to furnish material, labor,
supervision, and equipment required to resurface the basketball gym floor at Gold Dust
Park. The address is 646 Industrial Court, Villa Rica, GA 30180.
All bids must be received no later than 10am on Friday, August 21st, 2026. A pre-bid
meeting will not be required; In lieu of, staff recommends visiting the site to ensure
that the submitted proposal accounts for all possible transitions, angles, exact area
size, and full scope of work. Site visits shall be scheduled with the Building
Development Department.
No late proposals will be accepted.

1. BACKGROUND
The City of Villa Rica is seeking a well-qualified company to furnish material, labor,
supervision and equipment required to resurface the Gold Dust Park basketball gym floor
located at 646 Industrial Court, Villa Rica, GA 30180. The schedule of events and scope
of work is below.
In determining the lowest responsive and responsible bidder, in addition to price, the
following shall also be considered:
1. The ability, capacity and skill of the bidder to fulfil the contract.
2. The character, integrity, reputation, judgment, experience and
efficiency of the contractor.
3. The quality of performance on previous contracts.
2. SCHEDULE OF EVENTS
This Request for Proposal will be governed by the following schedule:
Release of RFP July 24th, 2026
Deadline for Written Questions August 11th, 2026
Responses to Questions Posted on Website August 13th, 2026
Proposals are Due 10:00 AM August 21st, 2026

3. EXISTING CONDITIONS
The Villa Rica Recreation Department Facility has a basketball gym floor that shows
signs of age and wear. The floor has imperfections such as cracks, divots, and stress
lines. The current court is over 15 years old. The gym has recently installed new
bleachers.
4. SCOPE OF WORK AND RESPONSIBILITES: Approx. 15,225 SQ FT
There will be no removal of the existing bleachers unless necessary. The contractor
must prepare the gym with interior precautions to keep dust, contaminants, and debris
contained. This floor project shall be completed within the date window of February
15th-March 6th, 2027.
Contractor to prep the entirety of the surface for proper adhesion. Prime coat required
after prep. The floor application coat should be at least 2mm. Prior to finalizing any
material order, City staff shall approve of the paint selection, in writing.
The new floor will consist of the following courts:
* Two Basketball courts - White lines
* Two Volleyball courts - Black lines
* Six Pickleball Courts - Gold lines
The court design will be as depicted in the photo below, which consists of purple,
two shades of grey, black, and gold.

5. SPECIAL INSTRUCTIONS
All parties interested in acquiring this contract with the City of Villa Rica's Parks &
Recreation Department shall submit one copy of the proposal package to meet the
requirements below:
1. All bids must be labeled "City of Villa Rica - Gold Dust Basketball Gym Floor
Resurfacing 26-002PR".
2. Bidders must be properly licensed and secure necessary permits wherever applicable.
3. Complete Mandatory Bid Submittal Form
4. Complete City of Villa Rica vendor information packet, if not currently a vendor.

5. Preservation of Rights: The owner reserves the right to reject any and/or all bids and
waive all minor technicalities, informalities and irregularities. The owner reserves the
right to accept the bid, which in the judgment of the Owner, is in their best interest.
6. The City of Villa Rica is the sole determiner for a qualified bidder and may request
other information sufficient to determine bidder's ability to meet these minimum
standards listed above. Request for information contained in this section may also
occur at any time during the effective period of this Contract, or any
extension/renewal thereof.
7. List of 3 references including Company name, contact person, address, phone number
and e-mail.
8. Termination of Contract: The City of Villa Rica may, at any time they deem
necessary, terminate this agreement with thirty (30) calendar days' written notice.
9. Freight Terms: Unless otherwise noted, all freight and shipping must be prepaid. All
freight charges must be included in prices submitted in the proposal.
10. Discounts: Any discounts allowed prompt payment, etc., must be noted and
reflected in bid figures and not entered as separate pricing on the proposal form.
