PURPOSE OF PROPOSAL
The Savannah Airport Commission (Airport) is soliciting proposals from qualified firms
to provide professional interior space planning, furniture design, furniture procurement,
delivery, and installation services for SAV's holdroom gate area, as identified on
Exhibit A of this RFP.
The purpose of this Request for Proposal (RFP) is to select a qualified proposer to
develop a modern, sophisticated, business-oriented holdroom environment that
enhances the overall passenger experience. The selected proposer shall design and
furnish the approximately 1,808.70-square-foot holdroom with high-quality,
commercial-grade airport seating, integrated charging solutions, and functional
passenger workspaces that accommodate the needs of today's business and leisure
travelers.
The successful proposer shall submit one (1) or two (2) innovative design concepts
that complement the new carpet identified in Exhibit B and create an inviting,
comfortable, and efficient waiting area. Each design concept shall include detailed
furniture layouts, product specifications, renderings, and an itemized cost proposal.
The Airport's objective is to create a contemporary holdroom that improves passenger
comfort, supports the use of personal electronic devices through convenient charging
access, provides dedicated laptop workspaces, and reflects the high-quality customer
experience expected at Savannah Hilton Head International Airport.
Participation in this RFP process is at the sole expense of the proposer. Any costs
incurred in the preparation or submission of a proposal shall not be reimbursed by the
Savannah Airport Commission. Proposals for these services will be received by the
Savannah Airport Commission until 5:00 P.M. (EST), September 15, 2026, at which
time they will be opened by the Commission's Purchasing Manager, whose contact

Airport Overview
The Savannah/Hilton Head International Airport (the "Airport") is operated by
Savannah Airport Commission, a public body corporate organized under the laws of
the State of Georgia (Georgia Code L-1952, Section 13) ("Commission"), and an
operating agency of the City of Savannah. Commission consists of five members,
appointed by the Mayor and Aldermen of the City of Savannah, for a term of five
years.
The Commission is responsible for the improvements, maintenance, and operation of
the Airport, and it is authorized to enter into contracts for the rental of buildings, land,
office space and other property; to adopt rules and regulations for the operation of
the Airport; and to have control, custody and direction of all lands, properties and
improvements affixed thereto by the actions of the General Assembly, and to have
general direction of the same. The Commission meets monthly, usually at 9:00 a.m.
on the first Wednesday of each month, in the Commission Conference Room,
located on the third floor of the terminal building at 400 Airways Avenue, Savannah,
Chatham County, Georgia. The Commission acts by and through its Executive
Director and staff on all matters pertaining to the management and operations of the
Airport.
The Airport is a 3,681-acre site located approximately eight miles northwest of the
business district of Savannah, only 45 minutes from Hilton Head Island, South
Carolina, and less than two hours from the Golden Isles at Brunswick or Charleston,
South Carolina. The following major airlines serve the airport: Allegiant Air, American
Airlines, Avelo Airlines, Breeze Airways, Delta Air Lines, JetBlue Airways, Southwest
Airlines, Sun Country Airlines, and United Airlines. Collectively these airlines, along
with affiliated regional air carriers, transported approximately 4.1 million passengers
in 2025.

Cone of Silence
Upon issuance of this solicitation and continuing until a final contract award is made
or the solicitation is withdrawn, rescinded, or cancelled, all communications
regarding this solicitation by any Respondent, proposer, bidder, or any of their
officers, employees, agents, lobbyists, or representatives are strictly prohibited,
whether direct or indirect, with any member of the governing authority, evaluation
committee, or staff of the issuing agency, except as expressly authorized in this
solicitation. All communications must be submitted in writing to the Procurement
Officer identified herein. Any violation of this Cone of Silence shall be grounds for
immediate disqualification, rejection of the submittal, or other sanctions permitted by
law.
Convenience Termination of Contract
The Commission reserves the right to terminate the Contract, in whole or in part, at
any time if it determines that such action is in its best interest. Termination may be
initiated with or without cause, including but not limited to unsatisfactory performance
by the service provider. In such an event, the Commission will provide the service
provider with thirty (30) days' written notice, specifying the effective date of
termination. No penalties or termination fees shall be due to the service provider as a
result of such termination.
Scope of Services
1.0 Project Overview
The Savannah Airport Commission (Airport) is soliciting proposals from qualified
firms to provide professional interior space planning, furniture design, furniture
procurement, delivery, and installation services for a holdroom gate area, as
identified on Exhibit A of this RFP. The intent of this project is to create a modern,
sophisticated, business-oriented passenger holdroom that enhances the customer
experience by providing comfortable seating, convenient charging capabilities, and
functional workspaces for today's travelers. The design area consists of
approximately 1,808.70 square feet.
The successful proposer shall submit one (1) or two (2) innovative design concepts
that complement the new carpet identified in Exhibit B and create an inviting,
comfortable, and efficient waiting area. Each design concept shall include detailed
furniture layouts, product specifications, renderings, and an itemized cost proposal.
2.0 Existing Conditions
The holdroom area will receive new carpet flooring prior to furniture installation.
* The Airport will furnish and install the carpet under a separate contract.
* The successful proposer shall coordinate its furniture design with the carpet
identified in Exhibit B of this RFP.

* Exhibit A depicts the layout of the Gate 3 holdroom area and identifies the
designated project area, including the holdroom and the surrounding adjacent
spaces within the terminal.
* Exhibit B identifies the carpet color, pattern, manufacturer, and product/item
number for the carpet to be installed in the holdroom area. This information is
provided solely for design coordination purposes to ensure transparency and
to assist proposers in developing furniture and finish selections that
complement the planned carpet. The procurement and installation of the
carpet are not included in the scope of this RFP and will be performed under a
separate contract.The proposer shall ensure all furniture finishes, colors, and
materials complement the selected carpet and surrounding terminal finishes.
* The terrazzo flooring terminates at the entrance to the holdroom, where the
carpeted holdroom begins.
3.0 Requirements of Services
The successful proposer shall provide all professional services necessary to design,
furnish, deliver, and install furniture for the holdroom, including, but not limited to, the
following:
a) Space Planning and Interior Design
Develop a comprehensive furniture layout that maximizes passenger comfort while
maintaining adequate circulation, ADA accessibility, emergency egress, and
operational functionality.
The layout shall incorporate a balanced mix of:
* Individual seating
* Group or collaborative seating
* Business-class style lounge seating
* Modern passenger holdroom seating
* Functional passenger workspaces
Furniture placement shall provide an attractive, open, and welcoming environment
while optimizing seating capacity.
b) Design Concepts
Each proposer shall submit one (1) or two (2) conceptual furniture design options
with its proposal.
Each design concept shall include, at a minimum:
* Color renderings
* Furniture layout plan
* Furniture finish palette
* Seating capacity
* Product descriptions
* Manufacturer information

* Overall design narrative describing the proposed passenger experience
The Airport reserves the right to select either concept or request modifications.
c) Seating Requirements
The proposed furniture shall reflect a modern airport environment and include a
combination of:
* Premium business-style seating
* Individual passenger seating
* Connected and collaborative seating arrangements
* Lounge-style seating where appropriate
* Durable, commercial-grade airport furnishings
* Easy-to-clean, high-traffic materials
* Furniture designed for long-term airport use
The overall appearance should project a sophisticated, contemporary aesthetic
consistent with a first-class passenger experience.
d) Charging Capabilities
The design shall incorporate integrated charging opportunities throughout the
holdroom. Charging stations and outlets shall be Americans with Disabilities Act
(ADA) accessible and designed to ensure convenient use by individuals with
disabilities, in accordance with all applicable ADA accessibility requirements.
Charging solutions shall include, where practical:
* AC power outlets
* USB-A charging ports
* USB-C charging ports
Charging stations shall be conveniently located to allow passengers to charge
laptops, mobile phones, and other electronic devices while seated.
e) Passenger Workstations
The design shall include dedicated passenger work areas consisting of small
workstation spaces suitable for laptop use.
Workstations should provide:
* Individual work surfaces
* Convenient access to power
* Comfortable seating
* Privacy where practical
* Accommodation for business travelers requiring temporary workspace while
awaiting flights.

4.0 Furniture Procurement and Installation
The successful proposer shall provide:
* All furniture specified in the approved design
* Delivery to the Airport
* Assembly
* Installation
* Final placement
* Removal of all packing materials and debris
The Proposer shall coordinate all installation activities with the Airport's designated
Project Manager to minimize disruption to airport operations. Installation work shall
be performed after the final scheduled flight departure each day, which is typically
after 9:00 p.m., unless otherwise approved in writing by the Airport.
5.0 Exclusions
The successful proposer shall not be responsible for:
* Furnishing carpet
* Installation of carpet
* Floor preparation
* Any construction outside the placement and installation of furniture
6.0 Cost Proposal Requirements
Proposers shall provide a detailed, itemized cost proposal. If submitting two design
concepts, pricing shall be provided separately for each concept.
The cost proposal shall include, at a minimum:
* Design services
* Furniture by item
* Manufacturer and model number
* Quantity
* Unit price
* Extended price
* Freight
* Delivery
* Installation
* Warranty information
* Any optional furniture or accessories identified separately
The Airport reserves the right to combine elements from multiple concepts if
determined to be in its best interest.

7.0 Design Objectives
The Airport seeks a holdroom environment that:
* Creates a modern and upscale first impression.
* Enhances passenger comfort.
* Supports business and leisure travelers.
* Maximizes seating without overcrowding.
* Provides convenient access to power and charging.
* Incorporates attractive, durable, commercial-grade furnishings.
* Complements the carpet identified in Exhibit B and the surrounding terminal
finishes.
* Provides flexibility for future operational needs.
Performance Requirements
1. Design Approval
No furniture shall be ordered until the Airport has reviewed and provided written
approval of the final furniture layout, finishes, colors, materials, and product
selections.
2. Coordination
The proposer shall coordinate all delivery and installation activities with the Airport's
designated Project Manager. All work shall be scheduled in a manner that minimizes
disruption to airport operations, airline activities, and passenger flow.
Because the work area is located within the Airport's secure sterile area, all
personnel, deliveries, and installation activities shall be subject to applicable security
requirements. Contractor staff and subcontractors will be required to always remain
under escort by authorized airport personnel while within the secured area and
during all phases of delivery and installation.
3. Installation Requirements
The awarded proposer shall provide all labor, supervision, equipment, tools,
transportation, and materials necessary to deliver, assemble, and install all
furnishings. Upon completion, all packaging materials must be removed and the work
area shall be left in a clean condition. The proposer must coordinate with the airport
prior to delivery and installation. Installation must be after the last departure.
4. Warranty
Proposers shall provide the manufacturer's standard warranty for all furniture and
workmanship. The warranty period shall begin upon final acceptance by the Airport.
Any warranty information shall be included with the proposal.
5. Product Substitutions
The furniture products proposed shall be the products installed. Substitutions after
award will not be permitted without prior written approval from the Airport. Any
approved substitution shall be equal to or better than the originally proposed product
in quality, durability, appearance, and functionality.

6. Field Verification
Prior to finalizing the furniture layout or placing furniture orders, the awarded
proposer shall verify all field dimensions and existing conditions with the designated
POC from the Savannah Airport Commission. The proposer shall be responsible for
ensuring that all furnishings fit within the designated space.
7. ADA Compliance
All furniture layouts and furnishings shall comply with the applicable requirements of
the Americans with Disabilities Act (ADA) and all applicable federal, state, and local
accessibility requirements.
8. Delivery and Installation Schedule
The proposer shall provide a proposed project schedule identifying key milestones,
including design development, furniture procurement, delivery, installation, and final
completion.
9. Final Acceptance
Final acceptance shall occur only after the Airport has inspected the completed
installation and determined that all furniture has been installed in accordance with
the approved design and contract requirements.
10. As-Built Furniture Layout
Upon completion of the project, the Contractor shall provide the Airport with an
electronic copy (PDF and AutoCAD or other editable format, if available) of the final
furniture layout identifying all installed furniture.
