Description
1. PROJECT BACKGROUND
.1 La Biche River Provincial Recreation Area is located along the La Biche River, approximately 70 km northwest of the hamlet of Lac La Biche. The site, legally described as SW-3-70-17-W4 and encompassing approximately 146.83 acres, was acquired by the province in 2019 with the intent of developing it into a campground and/or staging area for accessing the OHV trail system in the adjacent La Biche River Wildland Provincial Park.
The purpose of this RFP is to invite Proposals from suitably qualified Proponents who demonstrate sufficient experience and qualification to conduct a comprehensive site assessment to identify physical, environmental, regulatory, infrastructure, and budgetary constraints that may influence how the project is phased, designed, or approved. The findings will help determine whether the site can support the contemplated development, and what considerations will need to be addressed moving forward.
2. PROJECT DESCRIPTION
.1 AFP is seeking a qualified consultant to undertake a comprehensive site assessment of La Biche River PRA to evaluate the feasibility of developing a campground, day use area, off-highway vehicle (OHV) staging area, and an OHV and pedestrian bridge crossing to provide access to the adjacent La Biche River Wildland Provincial Park trails.
.2 The project will be delivered through the following phases, further described in schedule “A” – Schedule of Services:
Phase 1 – Information Gathering and Scope Definition: Establish a detailed understanding of the site, confirm data requirements, and refine the work plan to guide the technical assessments.
Phase 2 – Assessment and Analysis: Undertake the technical investigation and evaluate the site’s ability to support the proposed development.
Phase 3 – Reporting: Compile and interpret all assessment results to provide a clear picture of site feasibility and development constraints.
The project schedule calls for commencement of Contract by April 01, 2026 and completion of Services by September 11, 2026.
