I. Introduction
The City of Bangor (City) requests Bids to furnish and deliver one (1) Flex Wing Rotary Cutter FOB
Destination to the City of Bangor Fleet Maintenance Division, 481 Maine Avenue. The Flex Wing
Rotary Cutter shall be a new, current-year, furnished and delivered in accordance with the attached
specifications. The City will consider alternate bids for the purchase of an unsold previous-year
model if it meets or exceeds the requested specifications.
II. General Information
Available at the following web address www.bangormaine.gov/bids on the City's website. By
submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City's "General Information for
Vendors."
III. Submission
For consideration, submit the Bid Form (page 4) and all other materials requested via the submission
methods listed below. The envelope or subject line must be clearly marked as "Bid No. P27-13 Flex
Wing Rotary Cutter"
Submissions must be received by 2:00 P.M. on Wednesday, September 23, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service Window, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (Bid must be received by the deadlines).
All submissions should reference "Bid No. P27-13 Flex Wing Rotary Cutter." Bids will be publicly
opened at the time stated above in the Paul Bunyan Room (first floor by the side elevator), or other
designated room on the first floor, 73 Harlow Street, Bangor, Maine.

A tabulation of all received Bids will be posted on the City's website as soon as possible after the
opening date. Visit www.bangormaine.gov/bids for results. The "Show Closed/Awarded/Cancelled
Bids" box must be checked to see the Bid information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Wednesday, September 2, 2026.
The City will provide a response by 4:30 P.M. on Wednesday, September 9, 2026. This response will
be in the form of an addendum, accessible on the City's website. Notifications will be sent to those
who have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Bids
It is the responsibility of the Bidder to see that their bids have sufficient time to be received by the
Purchasing Department before the submittal deadline. Any Bid, portion of a bid, or requested bid
revision received at the City Purchasing Department after the time and date specified will be
returned to the Bidder unopened or, if by electronic submission, deleted without being opened.
VI. Withdrawal of Bids
No Bidder may withdraw their bid for a period of ninety (90) days from the date of opening. All bids
shall be subject to acceptance by the City during this period. To withdraw a bid prior to the opening,
the Bidder shall request the withdrawal in writing. All costs associated with the withdrawal (i.e.,
mailing fees) will be borne by the Bidder.
VII. Rejection
The City reserves the right to reject any bids, waive any informalities or defects in bids, or accept a
higher-cost bid if it is deemed to be in the best interest of the City. The City also reserves the right to
request clarification of any details from the successful Bidder. The evaluation of bids and
determination of the award will be at the discretion of the City and its judgment shall be final and
without right of recourse by any Bidder.
VIII. Information & Requirements for Bidders
A. Tax Exclusion: All Federal and State taxes must be excluded from the bid price. Upon request,
a tax exemption certificate for the City of Bangor shall be furnished to the successful Bidder.
B. Bid Form and Requirements: The Bid Form (page 4) and all information/materials requested
in Section X. Equipment Specifications must be completed and returned with the bid to be
considered responsive.
C. Inspection: The equipment must be thoroughly inspected, serviced, and ready for use upon
delivery. All work performed must meet established industry standards of quality to be
acceptable. Any unacceptable work must be corrected before payment is issued.
D. Exceptions: Any exception to the provisions in Section X. Equipment Specifications must
itemized on a separate page titled "Exceptions," referenced by section, subsection, and
number, along with a detailed explanation of the exceptions.

IX. Award
The award will be based on one or more of the following, provided Bidder is responsive:
1. Quality and performance of the equipment offered;
2. Prior history and experience with Bidder and equipment; references may be requested;
3. Cost; and
4. Availability of Equipment.
X. Equipment Specifications
One (1) Flex Wing Rotary Cutter
A. Flex Wing Rotary Cutter:
* Cutting width 12' minimum
* Transport width 7' maximum
* Blade overlap 6" minimum
* Cutting height 1-1/2" to 14"
* 2 hydraulic wing cylinders
* Four wheels minimum
* 1 spare wheel and tire
* Deck thickness 10ga. minimum
* Adjustable parking jack
* Gear box driven cutter blades
* Gear box oil level will be able to be check with a dipstick threaded into each gear
box.
* 1 spare set of extra cutter blades and misc. parts to attach the blades
* Hydraulic cylinder to raise and lower each wing
* Hydraulic cylinder to raise and lower the unit for cut height
* Deck leveling rod to allow the deck to maintain the proper cut attitude at all cut
heights.
* The hitch shall be a swivel clevis type self-level lift hitch.
* Two (2) operator manuals (One (1) written and one (1) electronic)
* Two (2) service manuals (One (1) written and one (1) electronic
B. Warranty:
* Full factory warranty as nationally advertised.
* Gear boxes will carry a 10-year warranty minimum
