SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

• Support Channel Response: 24/7 Monday-Sunday phone support.


• Escalation Pathways: Technical readiness to provide dedicated conference bridges or on-demand Product Analysis Reports (PAR/RCFA) for repeating controller hardware failures.


• Authorized Caller Allocation: The total number of unique internal registered engineers or technicians allowed to open and escalate tickets.


• Knowledge Base Gating: Level of unlocked access to restricted Rockwell Support Center technotes, error code manuals, and hardware diagnostic firmware files.


• Backward Compatibility Matrix: Software eligibility to seamlessly maintain and debug legacy automation project deployments across older firmware lines, including running multiple versions of RSLogix 5000 / Studio 5000 concurrently.


• Firmware Access Rights: Verification that the contract permits continuous downloads of major and minor firmware revisions required to resolve hardware bugs.


• Operating System Roadmaps: Software validation alignment with active corporate IT environments, including compatibility of newer FactoryTalk suites with current Windows Server or Windows 11 updates.


• Processor Inventory Audit: Cross-referencing current hardware with an Installed Base Evaluation (IBE) to eliminate fees for offline, decommissioned, or legacy hardware, including phased-out SLC 500 lines.


• Product Family Alignment: Mapping technical support agreements strictly against the unique product lines operating at SLAC, including separation of standard ControlLogix arrays from niche Information or Process systems.


• Component Security Standards: Verification that updated software maintains or expands upon strict hardware security baselines, such as IEC 62443-4-2 certifications for ControlLogix/CompactLogix lines.


• Patching and Vulnerability Schedules: Frequency and distribution mechanism of hotfixes, firmware patches, and security advisories through the official Rockwell Download Center.

Buy American Act Certification (BAA) applies to awards over $15,000 unit price.

Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return.

Please include in your proposals the Harmonized Tariff Schedule (HTS Code) & Export Control Classification Number (ECCN) if applicable.

All subcontractors are required to register in the System for Award Management (www.sam.gov).

If possible, please provide a link to your webpage for published price list to substantiate for the prices quoted.

The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023) as well as the SLAC General Terms and Conditions Supplemental Rider (Aug2026_Rev1) will be made a part of the resulting order. Please markup terms and conditions if you wish to negotiate. No mark ups mean that you accept SLAC Terms and Conditions.

Payment Terms will be NET-30

Domestic Suppliers - Freight terms will be FOB Destination Prepaid and Add.

Foreign Supplier - Shipment will be made CIP SLAC, Menlo Park, and Duty Unpaid.
