I. PROJECT DESCRIPTION
INTRODUCTION
In response to increased demand for downtown parking and continued economic activity in the area, the City of
Middletown, utilizing City Bond funds, is planning to construct a two-level parking facility in its downtown area, as part of
Middletown's North parking lot expansion efforts in the area known as the Melilli Plaza. The new parking deck is expected
to maximize parking, while providing visitors and patrons easy access the local businesses, safe access to the tunnel, and
provide for safe loading areas along Melilli Plaza. River Valley Transit Bus terminal traffic will also need to be accounted
for in the design of the entrance and exit to the garage. The City of Middletown is accepting proposals from design teams
toward the development of concept designs, leading to preparation of construction documents and associated
construction administration, for such construction. The intent of this request for qualifications and proposals is to select a
design team that will be awarded a contract for such services relative to this project.`
PROJECT BACKGROUND
The City of Middletown owns a parcel of land located on the south side of Washington Street, commonly known as the
Melilli north parking lot. The property was given to the city by the Middletown Parking Authority through a quit-claim
deed in March of 1996. The parcel, which is approximately one acre, is bounded by Washington Street to the north and
adjacent properties including the deKoven House to the east, Melilli Drive to the west, an unnamed roadway from
deKoven Drive to Melilli Drive to the south. Washington Street is a State road. The property is not in a FEMA 100-year-
floodplain.
The site currently functions as a municipal surface parking lot serving downtown businesses, employees, and visitors. The
lot presently contains 113 parking spaces, including standard spaces, handicap accessible spaces, an electrical transformer
that services a near-by building, two recently installed (January 2026) EV FLO chargers located at the northwestern corner
of the lot, and a designated motorcycle parking area. It is envisioned to have the entrance and exit on City owned streets
and roadways to avoid traffic impacts to Washington Street.
The property is subject to a non-exclusive electric distribution easement granted to The Connecticut Light and Power
Company dba Eversource Energy, located on the south side of Washington Street. The easement is due to a transformer
that has been installed within the past 5 years that services a building to the west of the area. The City has consulted with
Eversource on options to either relocate the transformer, and if relocation of the transformer is not an option, to
relocated the supply lines from the Melilli parking lot to the roadway. Currently, the supply lines run from Washington St
south to the transformer. The City's preference is to the relocate the transformer to maximize available parking. The
easement agreement and map are included in the "Resources Available" section.
The proposed project will involve the construction of a second level above the existing parking lot, creating a two-level
parking facility to maximize parking within the approximately one-acre site. The existing motorcycle parking area can be
reworked into the parking deck design in order to maximize parking spaces or as pedestrian egress. The City's preference
is to provide ADA accessible pedestrian egress to the second level using a ramp, if possible. Additionally, the new two-
level parking facility will need to include lighting that will create an inviting and safe feeling, security camera system to
match the existing City system in-and-around the new parking deck within the one acre site, handicap parking,
accommodation or relocation within the new parking facility of the two existing FLO EV chargers, and an architectural
decorative facade that blends with the existing area and buildings. Final site plans should also be incorporated into the
project, such as sidewalks and plantings.
While the development of the parking deck design and construction documents is underway, the City plans to expand
parking at the former arcade site bordered by the police department, Connecticut Superior Courthouse, and the Attention
to Detail building. The site is currently a municipal surface parking lot that services both police parking and public parking.
The surface parking will be expanded by the demolition of the Attention to Detail building in the Fall/ Winter of 2026. The
City's intent is to use this surface lot as public parking swing space during the construction of the Melilli parking deck.
