RFP # 2437-01 Boston Homeownership Accelerator Fund Pilot Program

Addendum No. 1, 2, and 3 have been released.

The Boston Housing Authority (BHA) is embarking on a new effort to spur housing production through publicly backed social investment. The Housing Accelerator Fund, a project in collaboration with the City of Boston was established to invest in the creation of mixed income housing. The fund features three distinct components including mixed income rental projects (privately owned), mixed income rental projects (publicly owned), and mixed income homeownership projects. The Boston Housing Authority (BHA) is currently seeking proposals for a pilot program to invest in market oriented, mixed income homeownership projects with the potential to move from permitting approval to construction with public investment. The BHA seeks to provide a financial solution for qualified, fully-permitted mixed income homeownership projects in the City of Boston by offering a publicly backed investment product.

Inquiries Deadline: Inquiries or requests for modification to any provision of this RFP must be submitted by 2:00 PM on May 7, 2026 (the “Inquiry Deadline”) via email to bids@bostonhousing.org .

Proposal Deadline: Proposers responding to this RFP shall submit one (1) original and four (4) copies of their Proposal no later than 2:00 PM on May 15, 2026 (the “Proposal Deadline”) by mail or hand delivery to:

Each proposal shall be in a sealed envelope marked with the Proposer’s name, address, and telephone number. In addition to the five hard copies of the proposal, Proposers shall provide one (1) electronic copy of the non-fee portion of their proposal on USB media. This submission should be in Adobe PDF format. Proposers shall submit the fee and non-fee portions of their proposal under separate cover as follows:

  1. One envelope shall be marked “BHA Job No 2437-01 Proposal for Boston Homeownership Accelerator Fund Pilot Program”

  2. The second envelope shall be marked “BHA Job No 2437-01 Fee Proposal for Boston Homeownership Accelerator Fund Pilot Program”
