Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
If a solicitation is released, it will be synopsized on the SAM.gov and/or Navy Electronic Commerce Online (NECO) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

NAVSUP Weapon Systems Support (NAVSUP WSS) Mechanicsburg is seeking eligible contractors to furnish efforts including labor, material, and facilities as may be required to manufacture highly complex Aviation Critical Safety Items as specified within the Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PAD) Five Year Requirements Determination Matrix (RDM).

The CAD/PAD RDM is Distribution Statement C, releasable to U.S.
Government agencies and their contractors. All firms must be registered in the Joint Certification Program (JCP) and have a current valid CAGE code in order to access the RDM. All contractors will be required to provide their current DD Form 2345, Military Critical Technical Data Agreement prior to the (JCP) website before accessing the RDM. Each individual requiring access to the RDM must have a SAM.gov account.

The Government will not mail paper copies of the RDM, and it is not available via Compact Disk or removable storage devices. The Government intends to solicit and negotiate its requirement through full and open competition, through small business set asides, or with only one or limited sources as may be appropriate for the requirement being solicited.
The Government’s method of negotiation will be indicated in future solicitations and, if appropriate, supported through Justifications and Approvals (J and As) in accordance with 10 U.S.C 2304 and published to SAM.gov in accordance with 15 U.S.C. 637(e)) and 41 U.S.C. 1708.

The purpose of this notice is to determine vendor availability and to determine what interest there may be for future qualification in manufacturing CAD/PAD Requirements. For the requirements presented in the RDM, the government may or may not possess the data necessary to perform the required manufacture of the items. All responsible sources may identify their company’s interest in qualifying to manufacture CAD/PAD Devices, their interest in submitting proposals to manufacture CAD/PAD devices not requiring qualification, or provide capability statements in response to this notice.
Each company’s response should also state the company’s CAGE code and Business type (large business, small business, small disadvantaged business, etc.) based upon North American Industry Classification System (NAICS) code 325920.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
