SPECIFICATIONS FOR PROCUREMENT AND DELIVERY OF NIGHT VISION DEVICES FOR LAW ENFORCEMENT USE

SPECIFICATIONS: The PA Game Commission (PGC), Bureau of Wildlife Protection (BWP), Enforcement Division is issuing an Invitation for Bid (IFB) to procure thirty-five (35) UL BNVD-SGC System w/ESA, MX11769, P-45 White Phosphor, Min FOM 2300+, Standard Accessory Kits, along with Fourty (40) Wilcox L4, G24 Helmet Mounts, in Color Tan to outfit our State Game Warden complement for critical incident response. Interested bidders must read and agree to meet the specifications listed below and submit a work plan accompanied by product brochures containing specifications for requested equipment to be ordered from vendor’s existing inventory. Bidders, please note that bid submissions for this project must include the total cost of the equipment including, but not limited to, applicable set-up fees, delivery costs, tariff surcharges, etc., which may alter the final cost of the bid.

o Additional System Specifications and Mandatory Features:

No substitutions will be accepted, the only bid that will be accepted, and awarded, is to the lowest responsible bidder capable of delivering the products that match the equipment listed above and meets the Terms of Contract listed below.

TERMS OF CONTRACT: The terms of the contract will commence on the Effective Date of the fully executed purchase order following the IFB being awarded. Once awarded, the vendor is to have the requested equipment available to be delivered by no later than one hundred-twenty (120) days following the award. The acceptance of the final delivered product is dependent upon visual inspection and approval of the acting Project Manager, or one of the other on-site Bureau of Wildlife Protection supervisory staff.

Invoices for payment are to be submitted to the Bureau Clerical Assistant III, Andrea Myers via email at andremyers@pa.gov and to the Pennsylvania Dept of Budget, either by email at 69180@pa.gov, or by mail at Commonwealth of Pennsylvania, PO Box 69180, Harrisburg, PA 17106 with remittance of payment by the PGC to be expected within thirty (30) business days following the acceptance and receipt of final product.
