This is a Solicitation Notice for solicitation number 75H70125Q00023, Pine Ridge Air Handler 10 Fan Array Replacement Project, a construction project for the Indian Health Service (IHS), Division of Engineering Services (DES) prepared in accordance with FAR Part 36.

The purpose of this project for replacement of the supply fan in Air Handler 10 of the Pine Ridge Hospital with a new 4-fan array. The location of Air Handler 10 is on the lower-level in mechanical room H406. Contractor shall install products following all manufacturer’s specifications.

The existing supply fan is a large squirrel cage type fan that vibrates excessively causing the mounting system to crack and dismantle. The fan motor has fallen into the cooling coils and the motor mount has been repaired several times with the damage reoccurring often. Fan arrays offer redundancy, efficiency, repairability, and reliability when compared to the single fan design that currently exists. Significant damage that occurs because of the fan’s potential future failure will disable air handler 10 and therefore not supply the lower level of the hospital with proper ventilation.

This project will be procured as a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside solicitation under North American Industry Classification System (NAICS) 238220, Plumbing, Heating, and Air-Conditioning Contractors. The associated size standard for this procurement is $19 million. Please review all attachments to this notice for details.

SCOPE OF WORK: See Section C of the attached solicitation for details.

LOCATION OF PROJECT: Pine Ridge, SD

CONSTRUCTION DURATION: Period of Performance is 120 calendar days after issuance of a Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000.00 and $100,000.00.

SITE VISIT: See Section L.1. FAR 52.236-27 SITE VISIT (CONSTRUCTION)(FEB 1995) ALTERNATE I (FEB 1995)

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 13 and 36 procedures.

QUOTE REQUIREMENTS: See Sections L&M of the solicitation.

QUOTE DUE DATE: The quoter’s proposal shall be submitted electronically no later than the due date and time indicated in block 13 of the SF 1442, unless changed by amendment.

EVALUATION: In accordance with FAR 13.106-2, the evaluation for this award will be based on Price, and the quoter’s compliance with the terms and conditions for this request for quotes; see Section L. Prices quoted must reflect the quoter’s understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government.

Price is the discriminating factor for award among eligible quoters. The total firm fixed price listed in block 17 of the SF1442 and on the attached price schedule in Section B shall be utilized for the overall price evaluation and to determine the lowest priced quote.
