RFP 25-26-04 PLHA Seasonal Low-Barrier Emergency Shelter Deadline: 09/10/2025 @ 2:00pm The City of Visalia is seeking applications from qualified non-profit 501(c) organizations interested in operating a seasonal low-barrier emergency shelter during the winter months for Fiscal Year 2025/26, with the opportunity to extend up to four (4) additional years upon mutual agreement. This project is supported, in whole or in part, by state award number 20-PLHA-15552, awarded to City of Visalia by the California Department of Housing and Community Department (HCD).
