Description

The purpose of this TS/PAS is to provide guidance for the design, transportation, storage, installation, site servicing, and maintenance of modular and prefabricated buildings intended for deployment in northern and Arctic regions. The TS/PAS will address climate resilience, permafrost considerations, and logistical challenges unique to these environments, ensuring buildings are durable, energy-efficient, and suitable for extreme weather conditions. In addition to permafrost thaw, the guidance will consider priority climate hazards for the region, including prolonged blizzards, high winds, heavy snow loads, rapid freeze–thaw cycles, flooding from ice-jam events, and escalating wildfire risks. The TS/PAS will also address common failure points identified by northern housing authorities, including on‑site stitching, module-to-module connections, mechanical/electrical splices, and coordination of utilities and site services.
