The Department of Social Services (DSS)/New York City Human Resources Administration (HRA) is a governmental agency dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as cash assistance, food assistance, public health insurance, emergency rental assistance, and other aid and services. As the largest local social services agency in the country, HRA helps over 3 million New Yorkers annually through the administration of more than 12 major public assistance programs, with more than 14,000 employees and an operating budget of $9.7 billion.
DSS is requesting the Software Support of the Decisions Business Rules Engines. Some of the licenses are being used by RAMS and some of them are being used by SPOS. The RAMS application will use Decisions software to create and manage all workflows and rules related to RA compliance. Workflows and business rules managed by a rules engine is an essential aspect of the RAMS solution within the Butler Ecosystem. There will be several disbursed programs and business units that will be involved with recording, approving, notifying clients of reasonable accommodation decisions, and fulfilling approved reasonable accommodation (RA) requests. The workflow aspect of RAMS will automate the communication and actions between those groups so that RAs may be acted upon in a timely manner.

The Streamlined POS project aims to modernize and improve the interview, change actions and processing for the users of the Paperless Office System (POS) in the Supplemental Nutrition Assistance Program (SNAP) area of FIA. Streamlined POS currently includes interview interfaces for the SNAP application interview, SNAP recertification interview and SNAP change case data activities. The BRE (Business Rules Engine) tool will allow IT and the business to externalize the business rules so they can be properly managed on a timely basis without requiring code changes to the system. The scope of Decisions Business Rules engine includes the design, development and maintenance of the eligibility determination rules as per agency policies and adjusting these rules as per the changes in the policies to keep the eligibility decisions taken by FIA workers in accordance with New York Stat’s WMS system rules to minimize the error rate in overnight mainframe batch processing

Justification: - Agency critical applications SPOS and RAMS is using the Decisions Low Code Application Platform for Business Rules and Workflows, support services are needed to keep the software up to date with security patches and required product level support for version migration and other technical issue with Decisions environment like .Net framework and Windows operating system level updates.

Agency Impact: If we do not get this renewed, we have risk down time on SPOS and RAMS application and we will not be able to keep these applications in Cyber Security compliance making Agency vulnerable to cyber security threats.
