INTRODUCTION
The Kent County Purchasing Division is soliciting requests for qualifications and flat-fee per unit pricing
proposals from Certified Energy Auditors to perform work for the Kent County Community Action
Weatherization Assistance Program.
Kent County Community Action (KCCA) Department is seeking to identify contractors that will provide
energy audits for households that qualify for the Weatherization Assistance Program.
SCOPE
The contracted Energy Auditor (EA) will evaluate the health and safety issues, durability, comfort, and
energy use of residential buildings. The EA will conduct advanced diagnostic tests, gather and analyze
data, create energy models to draw conclusions, and make recommendations in a report to KCCA for
necessary improvements.
The EA must understand the inspection and reporting processes, as mandated by KCCA, the United
States Department of Energy, and the Michigan Department of Health & Human Services. Services are to
be provided in the timeframe established by KCCA.
KCCA intends to assign a minimum of four (4) units monthly to each contracted EA, with potential to
increase assignments to twenty (20) monthly, or the maximum determined by the EA's monthly capacity.
1. Energy Auditor Work Assignments
a. Combustion appliance testing following current BPI 1200 standards.
i. Furnace and hot water heater

2. Gas oven
3. Zone pressure diagnostics to attic, crawl, etc.
b. General safety review of home
i. Asbestos (vermiculite and duct wrap)
ii. Electrical hazards (Knob and Tube wiring, open junction boxes, etc.)
iii. Moisture issues (roof leak, damp atmosphere, grading issues, etc.)
c. Worst case depressurization of the combustion appliance zone
d. Refrigerator metering and data collection
e. Blower door test
f. Household lighting survey
g. Smoke detector survey
h. Completion of audit write up
i. Running audit through WAWEB
ii. Photos, diagrams, and notes to be provided with each audit
iii. Completion of all required State and County inspection paperwork
i. Visual inspection of entire house
i. Foundation, basement, living areas, attic(s), roof, exterior, attached garages, etc.
j. Completed required forms to be provided by KCCA prior to audit
i. Lead pamphlet form (and provide lead pamphlet)
ii. Client plan of action form
iii. Mold assessment forms DHS-552 and DHS 552A
k. Include a diagram of the house with labeled windows, doors, attics, foundations, and
walls
l. Photo documentation including: all sides of home, all appliances and venting, bathroom
ceiling, basements, band joists, attic, and relevant problem areas
2. Equipment
Contractors wishing to perform work for this contract will provide their own equipment, tools, and
materials to successfully complete the work of their trade. Kent County is not responsible for any costs
associated with the Contractor's personal equipment needed to perform inspections.

3. Required Knowledge
Successful bidders for Energy Audit work are expected to have extensive knowledge of current State of
Michigan Weatherization guidelines and must be a Building Performance Institute (BPI) EA. Bidders
should be knowledgeable of the Job Task Analysis (JTA) for their job. The JTA identifies the core
knowledge areas, critical work functions, and skills typically needed.
4. Required Training
1. Lead Safe Work Practices (LSW) unless bidder holds EPA Certified
Renovator Certification (LRRP). Contractors will be required to attend

this training and gain certification within 90 days of being awarded a
contract.
2. Health and Safety Training within 90 days of being awarded a contract
3. OSHA 10 training within 90 days of being awarded a contract
4. CAZ Pressure Diagnostics
5. ASHRAE 62.2 Training
6. Comprehensive Training every 3 years
7. Maintain BPI Certifications (recertification every 3 years)
The inspector shall contact the homeowner/client and attempt to schedule a site visit within 5 days of
receipt of the job assignment; contact attempts must be documented. The Contractor shall complete an
audit or inspection within 20 days of receipt. The inspector shall complete and submit the inspection
paperwork (including WAWEB) 5 business days following the home visit.
Kent County will award and contract for the goods and services in this Solicitation in an efficient and
timely manner. In no event will notification of award be more than 45 days from the date of submission.
The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County
Purchasing Division website are incorporated by reference and shall be deemed to have the same force
and effect as if fully set forth herein.
INQUIRIES
Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division
Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the
right to determine the response format or not respond, at its sole discretion.
FEDERAL SYSTEM FOR AWARD MANAGEMENT (SAM)
Each Contractor and sub-contractor(s) shall maintain an active Unique Entity ID (UEID) with the Federal
SAM registry (https://www.sam.gov) at all times during the project. Contractor must provide proof they
have initiated or completed the registration of the assigned UEID within seven (7) days of Award. If
sufficient proof is not received within seven (7) days of Bid Award, Kent County may deem Contractor's
bid non-responsive.
BACKGOUND CHECK
Program necessitates a clear background check of individuals performing work at client homes. To be
considered an eligible contractor, information must be provided to Kent County upon request to
perform the required evaluation according to Kent County's Weatherization Assistance Program
Background Policy.
INSURANCE
General liability, auto, workers compensation insurance requirements, and other details as required
according to Insurance Requirements available on the Purchasing website.

REFERENCES
Provide 3 references of current/past customers who can verify the quality of products and/or services of
similar size and scope your company provides. References may not include any current/past Kent County
employees.
INVITATION FOR BID/RFQ SUBMISSION
Complete submissions must be received in the Kent County Purchasing Division on or before the due
date/time specified by the designated clock (local time). Late, faxed, or emailed responses will NOT be
considered.

Submissions may be submitted electronically on the Bid Opportunities page of the Kent County
Purchasing Division's website. Respondent must include a complete submission as 1 non-password
protected PDF document.
Respondent shall submit the Submission Form ("Bid Form" "Response Form") posted on the Bid
Opportunities page of the Kent County Purchasing Division's website. Click the Submit Online icon to
submit electronically or to print the Submission Form. Respondent must submit the Bid Bond with
Submission Form if applicable.
The time required to upload a submission may vary. Respondent assumes all risks associated with
electronic submission, including all technological difficulties, and deems the County and its service
provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's
email. Respondent shall view the link in the confirmation email to determine accuracy prior to due
date/time.
Submissions that deviate from the Solicitation specifications will only be considered if the deviations are
clearly detailed and noted within the submission. In case of a dispute regarding the true intent and
meaning of the specifications, the County's interpretation will prevail. When a Solicitation states no
alternates, no deviations are permitted.
Kent County is not liable for cost incurred prior to award. A submission shall constitute an irrevocable
offer for a period of 45 days from the due date/time. In the event the notification of award is not made
within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of
their submission.
Submissions may only be withdrawn by written request if the request is received before the due
date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
