A recent comprehensive structural analysis to determined that the building is structurally sound overall, but due to water damage, freeze-thaw, and heat, there are large portions of the structure that must be repaired by removing the concrete slabs and rebuilding. New waterproofing systems will be needed to protect the structure from future damage. The services required of the selected design team will be to use the various reports developed by SKA Consulting Engineers, Inc., to be provided for review before design team interviews, for the basis of design for the remediation of this structure. The selected team will develop the bid documents, manage the bid process, and provide construction administration and inspection services for the work required to repair the building for ongoing use as a fire training facility. |

Short-listed firms will be required to interview with the pre-selection
committee in person on the Jamestown Campus. Finalist firms will be required
to interview with the GTCC Board of Trustees, who will make the final
selection, in person on the Jamestown Campus.
Please note: GTCC will be closed for winter break beginning 12/22/25 and
reopening on 1/05/2026. Submissions will be received on or after 1/5/26 and
until 3 p.m. EST on Thursday, January 15, 2026.

SELECTION CRITERIA
The selection committee will consider qualification information including the following factors. Please address each
in your response:
1. Specialized or appropriate expertise in the type of project
2. Past performance on similar projects
3. Adequate staff and proposed design or consultant team for the project
4. Current workload and State projects awarded
5. Proposed project approach including team and potential consultants
6. Recent experience with project costs and schedules
7. Project administration capabilities
8. Proximity to and familiarity with projects in Guilford County and the project location
9. Record of successfully completed projects without major legal or technical problems
10. Other factors which may be appropriate for the project
11. Prior experience with SCO and NCCCS projects

Submit three (3) copies of Letter of Interest and qualifications statement not exceeding ten (10) pages front and
back or twenty (20) single-sided pages. Cover letter and SF-254 would be additional pages. In the interest of
cost savings, consistency of submittals, and ease of review by the selection committee, please format your
submissions in 8.5”x 11” pages, stapled in the upper lefthand corner.
