2026 BRIDGE MAINTENANCE CONTRACT - VARIOUS LOCATIONS

The scope of work for all site locations includes, but is not limited to, the following:
• Mobilization
• Site Isolation and Water Accommodation (those with in-stream work only)
• Fish Capture and Release (those with in-stream work only)
• Total Suspended Solids (TSS) Testing (those with in-stream work only)
• Traffic Accommodation
• Site Grading and Remediation, including:
o All disturbed areas returned back to existing condition or better
o Seeding
o Erosion and Sediment Control (Matting and Fibre Rolls)
o Topsoil
• Replacement or Re-Installation of Guardrail and Bridgerail Hardware;
• Partial Depth Repairs;
• Recasting Pier Plinth and Pier Access
• Application of Gravity Fed Epoxy;
• Void Filling with Low Strength Grout;
• Installation of Concrete Floor in Culvert Barrel;
• Removal of Abandoned Timber Piles and Misc. Timber Pieces;
• Replacement of Timber Pile Tin Caps;
• Replacement of CCA Strip Deck Planks; and,
• Headslope Repair

Wheatland County has selected 8am Solutions as their mandatory vendor management software solution. This partnership ensures all parties, Wheatland County, and their vendors, are working towards the same common goal of meeting legislative requirements and ensuring the health and safety of all workers.

To perform work on behalf of Wheatland County, the successful Bidder shall subscribe to 8am Solutions.

If the successful Bidder is an existing subscriber to 8am Solutions, there are no additional fees to register. Wheatland County requires that the successful Bidder activates their 8am Solutions subscription and meets all mandatory requirements no later than 2 weeks prior to the project start date.

A Quotation submitted by the Bidder shall comply with the following requirements:
The Quotation shall include all pages entitled “Quotation Forms” included in Section 2, Quotation Forms and any attachments thereto in one single e-mail with a maximum email size of 10 MB or provide a File Transfer Protocol (FTP) link if the submission is larger than 10 MB.

The e-mail subject line shall contain the following:
Attention: Quotation 2026 Bridge Maintenance RFQ –2026 Bridge Maintenance Contact – Quotation Submission – Name of Bidder

The Quotation shall be signed and sent in an unprotected searchable portable document format (PDF).

The Quotation shall be accompanied by a bid bond in a digital format as outlined in Section 1.57, Tender Security.

All files included in the Quotation submission shall be in file formats that can be opened by Adobe Acrobat Reader, unless otherwise instructed in the Quotation documents. If files are compressed, only .zip compressed files will be accepted.

All Quotation Forms submitted shall be as issued by Wheatland County without any additions, alterations or changes, other than the addition of information requested. Any required information that is missing, omitted or illegible, any alterations to the text, or any conditions added on or submitted with the Quotation Forms, may cause the Quotation to be declared invalid and rejected.

inquiries shall be submitted by email only. The email subject line shall contain the following:

Bidders are encouraged to submit questions as early as possible during the RFQ period. LEX3 Engineering Inc. may not respond to questions received within 48 hours of the Quotation Closing Date and Time. If the questions received within 48 hours of the Quotation closing are deemed critical, there may be the issuance of an addendum complete with an extension.

Each tender must be accompanied by a bid bond in its original digital format made out to
Wheatland County equal to 10% of the tender amount. Tenders not accompanied by an
immediately verifiable digital bid bond using the bid bond’s electronic content verification process will be rejected as non-compliant.

Bid bonds shall be issued by a duly incorporated surety company authorized to transact business of suretyship in the Province of Alberta in a form acceptable to Wheatland County.

The bid bond shall be submitted as its own PDF document, separate from the other tender
submission documents in its original electronic format. Scanned or altered PDF copies of the
original bid bond in either paper or digital format will be deemed invalid and will cause the Bid to be rejected.
