The purpose of this Request for Proposal (RFP) is to solicit proposals from responsible vendors to provide interior refresh and enclosure at Chisago County's Household Hazardous Waste (HHW) Facility in North Branch. The Facility is in need of safety and efficiency upgrades, including enclosing the open south end of the existing structure, upgrading warehouse mechanicals, including ventilation fan, removing non-load bearing wall from office area, and creating a small customer retail area separate from the office.
It is anticipated that any contracts resulting from the RFP would be executed on 12/19/2024 and the notice to proceed would be approximately December 19, 2024, with Substantial Completion by September 2, 2025, and Final Completion by October 1, 2025.
Instructions: Your proposal must be prepared in compliance with this RFP and include the information required in the Specification and Proposal Content. Failure to comply with ALL provisions of this RFP will result in your proposal being disqualified.
Sealed electronic Bids for the interior renovation, southern enclosure, Alternate 1, and Alternate 2 for Chisago County Household Hazardous Waste Facility will be RECEIVED until 1:00 p.m. on Wednesday, December 4, 2024 by the Board of Chisago County, Minnesota through QuestCDN. At that time, the bids will be electronically opened and read publicly at the Chisago County Public Works building located at 31325 Oasis Road, Center City, MN 55012. Pre-Proposal Conference: A non-mandatory pre-proposal conference will be held at 11:00 a.m. on Tuesday, November 12, 2024, at the Chisago County Household Hazardous Waste (HHW) Facility, 39649 Grand Ave, North Branch, MN 55056. Revisions to RFP: Revisions or interpretations made by Chisago County will be by addendum issued prior to the date set for the proposal opening. Any explanation desired by Proposers must be requested from the County's authorized representative in writing, and if an explanation is necessary, a reply will be made in the form of an addendum. A copy of the addendum will be posted by QuestCDN.
For purposes of this RFP, the County's Authorized Representative is Ms. Lisa Thibodeau, Solid Waste Administrator.
Chisago County reserves the right to accept or reject in part or in whole any or all proposals submitted. Chisago County will reject the proposal of any Proposer who is determined to be non-responsive.
All proposals properly submitted will be accepted by Chisago County. However, the County reserves the right to request clarifications or corrections to proposals. The County's request for clarification or correction will be in writing.
Unless agreed to by Chisago County in writing a Proposal may not be modified, withdrawn, or canceled by the Proposer for a period of ninety (90) days following the time and date designated for the receipt of Proposals, and the Proposer agrees that the cost listed for Alternates on the Bid Form (Exhibit D) shall hold for One Hundred Eighty (180) days following issuance of a Notice to Proceed.
