Description

The U.S. Army / Department of War is conducting market research pursuant to FAR Part 10 to determine the availability, capability, and commercial landscape of solutions capable of fulfilling the technical requirements described herein.



This is a Request for Information (RFI) / Sources Sought Notice published solely for market research, planning, and information-gathering purposes. This posting does not constitute a Request for Proposals (RFP), Request for Quotes (RFQ), Invitation for Bids (IFB), or an obligation on the part of the Government to acquire any products or services. The Government will not reimburse any costs associated with responding to this notice.



The Government hereby gives formal notice of its intent to award a sole-source Delivery Order to Appian Corporation under the existing Appian Enterprise Agreement (IDIQ W519TC26DA005). The contemplated order will provide the necessary software subscriptions to continue operations for the CHRA IT Audit Tool.



In accordance with internal policy, this notice tests the commercial market to obtain empirical data verifying whether alternative commercial platforms or authorized commercial integrators exist that can satisfy the Government’s requirements without causing mission failure or requiring substantial re-engineering of the existing enterprise solution.



The requirement is for software subscriptions for a 12-month base Period of Performance. The specific items can be found in Attachment 0001 - Software Requirements.



Interested sources believing they can meet the Government's software requirements—either as an equivalent commercial low-code platform or as an authorized reseller of the specified Appian subscriptions—are invited to submit a written Capability Statement. All submissions must be formatted in PDF, must not exceed ten (10) pages, and must be submitted via email to the contracting points of contact by the response date listed in this SAM.gov posting.



To be considered, capability statements must comprehensively address the following instruction parameters:





  • Entity Identification and Business Profile:

    Respondents must provide their full Company Name, CAGE Code, Unique Entity Identifier (UEI), Socioeconomic Status (e.g., 8(a), WOSB, SDVOSB, HubZone, Large Business), and a designated Point of Contact (including name, title, phone number, and email address).




  • Platform Technical Equivalency Narrative:

    If offering an alternative commercial software platform, the respondent must provide a detailed technical narrative demonstrating how their software meets the salient characteristics of the CHRA IT Audit Tool. This narrative must explicitly detail how the proposed software will maintain full interoperability with the Army's existing data models and configurations, prove current DoD Impact Level 5 (IL5) authorization status, outline a data migration strategy, and present a risk-mitigation plan to avoid operational downtime or data loss during transition.




  • Authorized Reseller Verification:

    If the respondent is proposing to fulfill the requirement using the specified brand-name Appian subscriptions, they must provide official documentation from Appian Corporation verifying their authorized partner or reseller status. This documentation must confirm their authority to transact on behalf of Appian for these specific SKUs and demonstrate compliance with the Army's existing Enterprise Agreement terms.




  • Cost, Schedule, and Transition Impact:

    Respondents must provide a Rough Order of Magnitude (ROM) cost estimate and a realistic timeline to transition the CHRA IT Audit Tool from the incumbent environment to the proposed alternative. This ROM must detail all associated costs, including software licensing, data migration, user re-training, and system security re-accreditation (RMF), to allow the Government to evaluate the potential for a substantial duplication of cost or unacceptable mission delays.
