The United States Department of Agriculture Natural Resources Conservation Service (NRCS), the Kane County Water Conservancy District (KCWCD) and the Washington County Water Conservancy District (WCWCD) as project sponsors announce the availability of the Cove-East Fork Virgin River Project Draft Watershed Plan Environmental Impact Statement (Plan-EIS). The project preferred alternative consists of developing a 6,000-acre-foot reservoir with appurtenances, a recreation area, pipelines, and a booster pump station. Water from the proposed reservoir would be made available to existing agricultural fields near Long Valley, and for municipal and industrial uses in Washington County.

The NRCS (lead federal agency) and the local sponsoring organizations (KCWCD and WCWCD) will hold a public meeting to provide information about the proposed Project and Draft Plan-EIS analysis, and to collect comments on the Draft Plan-EIS. NRCS invites you to submit comments anytime during the open comment period starting September 18, 2026, and ending on November 2, 2026. NRCS also invites information about cultural resources within the area of potential effects to assist in identifying and evaluating impacts in the context of Section 106 of the National Historic Preservation Act.
