INVITATION TO BID – POWER WASH AND GRAFFITI REMOVAL OF STORAGE TANKS
The Western Virginia Water Authority (Authority) (Owner) is requesting Bids for the following Project: Power Wash and Graffiti Removal WQ-CIP-26-05.
Bids for the Project will be received at the Roanoke Regional WCPC, 1502 Brownlee Ave., S.E., Roanoke, Virginia, 24019, until Thursday, December 04, 2025,at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Power wash 6 water storage tanks to remove staining and graffiti, overcoat to cover graffiti if necessary.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders

Bidding Documents may be downloaded from the designated website. Bidding documents may be found at www.westernvawater.org/bids Invitations to Bid’. The designated website will be updated periodically with information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Printed copies of the Bidding Documents will not be issued.
A pre-bid conference for the Project will be held on Tuesday November 25 at 10:00 A.M. at Roanoke Regional WCPC, 1502 Brownlee Ave., S.E., Roanoke, Virginia, 24014. Attendance at the pre-bid conference is encouraged but is not mandatory.
All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, Scott Agner (email Scott.agner@westernvawater.org).
Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service-disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
