Summary: Through this Request for Proposals, the District of Lake Country invites proposals from professional consulting organizations, that are experienced in the planning and development application / approvals process of municipalities in British Columbia, to complete the next phase in the District’s program to make significant improvements to how the District receives and processes development applications.
Core Services Overview: the Services to be delivered under this Contract will include:
  1. Working with District staff to document the current step-by-step processes for development approvals.
  2. Development of a new Standardized Development Approval Process for the District, which shall consider District-specific challenges and legislative requirements, in addition to applying BC municipal best-practices in order to address current challenges.
  3. Create new standardized forms, checklists, templates, and other documents for use both internally and externally in the development approval process.
  4. Recommendation on updates to exiting District bylaws that are affected by the new processes.
  5. Testing of newly built processes with real-world cases, including refinement of processes as required.
  6. Delivery of training and implementation of new standardized processes and documentation.
  7. Incorporate all work and learnings into a final comprehensive report, including recommendations on potential further bylaw amendments to be considered in the future.
Optional Extra Services:  In addition to the Core Services, the District may at its sole option add extra work to the contract, in order to align the processes and forms within the District’s development application software (Central Square Tempest), to the new Standardized Development Approval Process and forms that are produced from the Core Services.
Timeline: The Services may commence anytime after December 9, 2024 and all Core Services must be completed no later than June 29, 2025.
Maximum Budget: The District has a maximum budget of $90,000 plus GST available for all Core Services.
