The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for
Ag/AgCl electrodes. The compliant material is available solely from Ansys, Inc., as the required support can only be purchased through SCRIPPS Oceanographic Institute. The NAICS code is 334417. The PSC is 5995.
The proposed purchase order is being solicited on a sole-source basis to SCRIPPS. The proposed action is for electrodes, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: SCRIPPS is the only source of the required materials, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to SCRIPPS Oceanographic Institute using Simplified Acquisition Procedures.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00PM 27 August 2025. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00PM on 08/27/2025 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
