This acquisition modernizes the Initial Entry Training (IET) Clothing Initial Issue Point (CIIP) across the Reception Battalions. It directly addresses initial issue throughput constraints, eliminates manual sizing inaccuracies, and mitigates preventable lower-extremity musculoskeletal injuries (MSKIs) among incoming trainees.Operational JustificationReception Battalions process thousands of trainees per cycle under stringent processing timelines. Traditional manual measurement devices are prone to significant operator error, fail to capture volumetric dimensions and arch compression under load, and regularly lead to improperly fitted combat footwear. Ill-fitting boots remain a primary driver of preventable sick call visits, cellulitis, severe blister friction, and training pipeline attrition during Basic Combat Training (BCT) and One Station Unit Training (OSUT). Implementing an automated digital system allows duty personnel to capture comprehensive foot dimensions in under 20 seconds per soldier, ensuring objective, repeatable fit accuracy that protects force health and training timelines.Salient CharacteristicsTo maintain full and open competition, the solicited systems must operate using non-invasive optical or sensor-based 3D surface scanning that measures standing volumetric foot dimensions under standard body weight. The units must capture dual-foot length, width, arch height, heel width, ball girth, and pressure distribution within a single scan cycle not exceeding 20 seconds. Systems must incorporate automated sizing algorithms that directly convert millimeter scan data into standard military combat boot sizing across all standard lengths and widths (Narrow, Regular, Wide, and Extra Wide). Additionally, each unit must feature a self-contained, ruggedized platform built for high-tempo daily recruit volume, an intuitive touchscreen interface for operators, and continuous software support and diagnostic calibration capability.Unit Distribution and Operational ContinuityThe ten requested systems will be allocated based on trainee reception volume and mission continuity requirements. The 120th Adjutant General (AG) Battalion will receive four (4) systems to support its high-volume throughput requirements. The 30th, 43rd, and 95th AG Battalions will each receive two (2) systems to outfit their primary CIIP processing stations. The final system will be assigned to the Brigade/LTB headquarters as an operational reserve float. This designated spare ensures that any unexpected hardware malfunction, maintenance cycle, or recalibration event at a subordinate reception battalion can be addressed immediately without disrupting intake schedules.
