Project Description: Sealed proposals for Richland Borough Well No. 9 will be received online via the Pennbid Program (https://pennbid.bonfirehub.com) until 10:00 AM prevailing time on October 24, 2024. At that time proposals will be publicly displayed via the PennBid Program.
The Work will include, but will not necessarily be limited to, providing all labor, materials, equipment, and appurtenances for the following, as further described in the Contract Documents:
Contract No. 1- General Construction: The project includes the installation of a well pump, drop pipe, pitless adapter, 4-inch and 36-inch ductile iron piping, air release vault, three (3) valve vaults including trench excavation and backfill, valves and piping appurtenances, instrumentation, and transmission main pipe consisting of 2,875 feet of 4-inch HDPE pipe installed by horizontal directional drilling, concrete base pads, storm piping and paved access drive.
Contract No. 2- Electrical Construction: The project includes the installation of radio communication control between the well site and existing reservoir, and the construction of power facilities at the well site, including ductbank, utility transformer, utility meter, service entrance breaker, power panels, variable frequency drive, back-up generator, automatic transfer switch, buried propane tank and fuel piping, lighting, grounding, and power and control conduit and cable for the project including trench excavation and backfill.

All questions shall be submitted in writing via PennBid. Any and all questions received after 4:00 p.m. on October 17, 2024 regarding the project will not be acknowledged.
Each proposal shall be accompanied by a bid bond in the required form, certified check, letter of credit, or other security acceptable to the OWNER in the amount of 10 percent of the total bid.
The CONTRACTORS shall ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, age, religion, sex, or national origin.
The contracts are subject to the Pennsylvania Prevailing Wage Act conditions.
It is brought to the attention of the Bidder that the Project will be partially funded by PENNVEST.
The contracts are subject to the Steel Products Procurement Act.
The contracts are subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions.
The contracts are subject to PA Act 127 (Public Works Employment Verification). Contractor must submit verification forms acknowledging compliance with the Federal law concerning the use of the E-Verify Program. Providing verification is a pre-condition of the award of the contract. In addition, prior to commencing work on the project, the Contractor shall submit all subcontractor verification forms.
The contracts are subject to Pennsylvania Human Relations Act 222 conditions.
The contracts are subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions.
Richland Borough reserves the right to accept or reject any or all bids or portions thereof.
