General Information
Introduction
The City of Redmond (Redmond or the City) is soliciting interest from consulting firms under
this Request for Qualifications (RFQ) for design services for the construction of the Overlake
Area Bicycle/Pedestrian Improvements project. The successful consultant/team will prepare
design report, permits, plans, specifications, and estimates.
Questions regarding this project or solicitation must be submitted to Micah Ross at
mross@redmond.gov or 425-556-2728. Redmond staff will not answer questions directly, but
will collect questions and post responses on redmond.gov/bids. Answers to questions
submitted by 3:00 p.m. March 4 will be posted by March 6, 2026. Answers to questions
submitted by 3:00 p.m. March 11 will be posted by March 13, 2026. Questions submitted after
the March 11 deadline will not be answered.
Any additional information or addendums will be posted to redmond.gov/bids. The City
recommends signing up for text or email alerts to receive notification of updates to this bid
posting.

Disadvantaged/Small Business Enterprise Participation
Participation for Disadvantaged Business Enterprises (DBE) or Small Business Enterprises (SBE)
is encouraged. In keeping with Washington State goals, a voluntary SBE goal amount of ten
percent of the Consultant Agreement is established. The Consultant shall include a SBE

Participation Plan with their submittal. Although the goal is voluntary, the outreach efforts to
provide SBE maximum practicable opportunities are not.
Title VI Statement
The City of Redmond, in accordance with the provisions of Title VI of the Civil Rights Act of
1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all
bidders that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds

Project Information
Background
This project will consist of two connected multimodal facilities in the Overlake area. The first is
a shared use path on the east side of 148th Ave NE from approximately NE 31st St to NE 40th St.
This portion of the project will continue in a manner similar to the existing frontage
improvements constructed at 3040 148th Ave NE, with a landscape strip and paved or
concrete path behind the existing curb line.
In addition, a high-comfort bicycle facility from 148th Ave NE to the SR 520 Trail will be
constructed on NE 36th St. This will be a retrofit of the existing roadway and may be
constructed by modifying the space between existing curbs.
Construction activities are expected to include but are not limited to grading, retaining walls,
lighting, concrete or asphalt surfacing, ADA ramps, channelization, signal modifications, and
landscaping.
Design efforts will coordinate with the improvements under design for the City’s current
148th Ave Safety Corridor Project, primarily at the intersections of 148th Ave NE and NE 31st St,
NE 36th St, and NE 40th St.
Project challenges are anticipated to be typical to construction in urbanized areas, working
around existing utilities, infrastructure, and trees.
Estimated construction cost:
$4,285,000
Project Funding
This project is being funded through Washington State Climate Commitment Act.
Project Challenges and Constraints
Project challenges may include coordination with property owners for easements and/or ROW
acquisition, tree retention, and integration with existing public and private infrastructure.
Project outreach and coordination with City of Bellevue and impacted properties will be
important.

Scope of Work
Consultant Scope
Consultant shall provide preliminary and final engineering design services and other work
including:
• Project management
• Data collection and survey/mapping
• City utility coordination
• Environmental/permitting/SEPA/NEPA
• Geotechnical investigation with recommendations
• Traffic signal design
• Detailed curb ramp analysis and design
• Technical details
• Plans, Specifications, and Estimates (30%, 60%, 90% and Bid Ready)
• Support during bid advertisement period
The following is a preliminary scope of work. Each of the tasks within the scope of services
should include the following five components:
• Work tasks
• Receivables

• Meetings
Task 1 – Project Administration
• Prepare monthly progress reports and invoices
• Provide initial project schedule and monthly updates on milestones
• Attend project meetings
• Manage sub-consultants
• Quality Assurance/Quality Control of all deliverables
• Coordinate plan revision and response to City comments on all deliverables
• Regular communication with City project manager on progress, problems, and issues
Task 2 – Scoping and Initial Concept
• Identify significant issues and major scope items
• Determine specific deliverables from consultant and subconsultants
• Attend kick-off meeting with key City staff to initiate project design
• Research existing conditions and compile available documentation

o Temporary Erosion and Sedimentation Control (TESC)
