Teleflex EZ-IO Intraosseous Vascular Access System

Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Teleflex LLC (Teleflex), for a two (2) year period at a total cost of $385,193.75, for the ongoing and as-needed purchase of EZ-IO Intraosseous Vascular Access System parts and components for the Fire Rescue Department. Fire Rescue personnel have been trained to utilize the EZ-IO System for immediate access to a bone’s medullary cavity, thereby providing a pathway for critical fluids and medications to enter a patient’s vascular system when needed during a life-threating emergency situation. This procurement is being made in accordance with Sections 3-208(1) and 3-208(26) of the County’s Procurement Policy as Teleflex is the only manufacturer that makes the EZ-IO Intraosseous Vascular Access System, only sells direct, this specific product is recommended by a medical professional, which is required for the care of one or more clients, and it is in the County’s best interest to maintain ease of use for Fire Rescue personnel during emergency situations. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached Quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submit” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
