The outcome will be up to three conceptual site layouts that incorporate existing workflow needs, projected future staffing and workflow, previous assessments, and financial ability of the City to construct any improvements.

The City of Sequim, a municipal corporation of the State of Washington, seeks statements of interest
and qualifications from firms or individuals with the following Professional Services expertise and
credentials:
Architect
Landscape Architect
Engineer
Surveyor
The City of Sequim is requesting Statements of Qualifications from Architecture/Engineering firms to
perform a space needs and site utilization assessment for a new operations building, fuel station,
decant facility, and associated storage and outbuildings at the Public Works operations facility
located at 169 W Hemlock in Sequim. The outcome will be up to three conceptual site layouts that
incorporate existing workflow needs, projected future staffing and workflow, previous assessments,
and financial ability of the City to construct any improvements.

Submittals including all requested information must be received by the City no later than the Response
Deadline. Submittals received after that date and time will be rejected without review. Submittals that
arrive on time, but are incomplete, will be rejected at the City’s discretion.

Method of Submittal: Submittals must be made electronically in pdf format, and transmitted by email
to the City Contact. The email must have “RFQ FOR City Shop Needs Assessment” in the subject line.
Automatic read/received confirmations are recommended but not required. It is the responding
firm/individual’s responsibility to confirm the City’s receipt. The submittal must be no larger than
10MB.
Questions, Further Information, City Reservation of Rights: Questions about this RFQ can be directed
to the City Contact in writing. The City of Sequim in its sole discretion reserves the right to terminate
this RFQ process or modify the terms of this RFQ at any time. In no event will the City or any of its
officers, officials, or employees be liable for or otherwise obligated to reimburse responding firms or
individuals for any costs incurred in preparation of their statement of qualifications. By responding to
this RFQ, Consultants are certifying that they have read and understand the scope of services
described, and agree that they are able to competently perform them. All submittals received become
the property of the City of Sequim. All City records may be subject to public disclosure unless they fall
under a recognized exemption.
Submittal Requirements:
Statements of Qualifications in response to this RFQ must include the following information:
- Consultant or firm name, phone numbers, mail, and email addresses
- Project approach & possible challenges
- Resumes of key personnel (max. 4 single-sided 8.5x11 pages)
- List of similar past projects with brief description and reference contact information for each
(max. 5 single-sided 8.5x11 pages)
- A one-page cover letter (optional – doesn’t count towards 10-page limit)
Summary of Anticipated Services and Schedule:
Develop up to three conceptual site layouts for a new PW operations facility based on a space needs
assessment. This will incorporate the City’s goals, needs, workflow, and services provided to our
community. The consultant will draw upon concepts and facts associated with existing documents
including prior work and our existing facility utilization. The assessment shall ensure the new facility
meets all the organization's operational needs, strategic goals, and budgetary constraints and will
include sequencing of work/building schedules. Compile all collected data and information into a
comprehensive needs assessment report and conceptual site layouts.
The following, but not limited to, is expected to be addressed:
Identify current and future operational demands, ensure compliance, and support
modernization of operations using best practices.

Review and incorporate information on the current facility, including its physical condition,
capacity, and deficiencies. Use historical data on facility usage, maintenance and operational
costs, and operational inefficiencies.
Prepare and include surveys of facility users and staff to gather input and/or feedback on
shortcomings in the current facility, and the current and future needs.
Review and update existing evaluations of spatial requirements, such as office space, storage,
equipment, and specialized areas needed for operations and ensure that the new facility
optimizes space utilization as well as functional space adjacencies.
Include funding strategies.
Recommend strategic environmental and sustainability goals in the new operations building
design, including energy efficiency, waste reduction, and eco-friendly building materials.
Review identified potential risks and challenges associated with developing the new facility
and assess identified strategies to mitigate them for adequacy.
Review and suggest modification to size, layout, and location review and analysis of new
facilities detailed on preliminary site plan drafted by City Staff and previous work done by
others in 2022.

Submittal Requirements:
Submittals will be evaluated and ranked based on the following criteria:
1. Qualifications (Expertise of identified key personnel, including any subconsultants). (30%)
2. Relevant project experience (35%)
3. Ability to meet schedule. (15%)
4. Project approach. (20%)
Please note that the scoring of Statement of Qualifications will advise the City on Consultants that
qualify for consideration to interview. Final selection and award of contract will be based on the
interview process and interviewing scoring only.
