REQUEST FOR PROPOSALS

The Town of Derry Public Health Department seeks proposals for the
2026 MOSQUITO CONTROL PROGRAM
Introduction:
The Town of Derry Public Health Department is seeking proposals from qualified contractors to
perform services in connection with the Town of Derry 2026 Mosquito Control Program as
described in the attached Scope of Work.
Submission Information:
Proposers must comply with the following submission procedures:
1. Proposals shall be submitted marked “Mosquito Control Program” on the outside of the
envelope, addressed to:

Proposals will be accepted until 4:00 p.m. on December 1, 2025. Proposals received after
this time will be returned unopened. Faxed proposals will not be accepted.
2. Authorization: The proposal must be signed in ink by an authorized signer, or by an agent of
the proposer legally qualified and acceptable to the proposer, and contain the printed names,
titles, and business addresses of both parties, if applicable.
3. Withdrawal of Proposals: A proposer will be permitted to withdraw its proposal after it has
been submitted if such request is received in writing prior to the time specified for opening of
the proposals.
4. Disqualification of Proposers: A proposer may be disqualified and the proposal rejected for
either of the following reasons: 1) evidence of collusion among proposers, or 2) failure to
supply complete information as requested by this Request for Proposals.
5. Reservation of Rights: The Town of Derry reserves the right to reject any or all proposals, to
waive technical or legal deficiencies, and to accept any proposal that is deemed to be in the
best interest of the Town. The Town also reserves the right to conduct reasonable
negotiations with low bidders and sole bidders. Failure to submit all information may
disqualify a proposal. The Town also reserves the right to discontinue any agreement on
June 30, 2026 in the event that the Town does not appropriate funds for mosquito control in
the FY2027 budget.
SCOPE OF WORK
Contractor shall perform the following services for the Town of Derry commencing on January
1, 2026 and ending on December 31, 2026, both dates inclusive.
1. Prepare and submit 2026 Special Permit Application to the Division of Pesticide Control
(DPC) and respond to any inquiries resultant for such a submittal or resulting from the
performance of this Agreement.
2. Prepare and submit 2026 Notice of Intent for the Federal EPA NPDES Pesticide General
Permit.
3. Conduct all control operations in accordance with all state and federal regulations and
consistent with the Special Permit Application referred to in Item 1.
4. Compose, distribute and record State DPC mandated notices.
5. Provide and supervise mosquito control personnel.
6. Provide all necessary vehicles to conduct this Scope of Work herein delineated.
7. Provide all necessary insecticides and equipment to carry out the provisions of this Scope of
Work.
8. Analyze environmental conditions and scientific data to determine appropriate, effective and
efficient control measures.
9. Conduct surveillance and application of larvicides to mosquito breeding sites, including
swamps and catch basins, to control mosquito larvae and pupae. Work to begin in April and
continue through October 2026.
10. Conduct surveillance and trapping of adult mosquitoes with weekly trap sets and collections
from early July 2026 until October 2026
11. Collect, sort, pack and ship mosquitoes to the State Lab for disease testing every week
throughout season.
12. Emergency adulticiding activities will be conducted only as needed from August through
October 2026 with a maximum of four treatments which will target schools, recreation areas
and athletic fields.
13. Provide a written monthly progress report submitted at the time of billing to the Derry Public
Health Department to report on any activities and findings conducted during the previous
month. The summary should include but not be limited to:
a. Total number and location of survey and treatment areas;
b. Date and location of light traps;
c. Total number of mosquito pools collected and date of submission to NH DHHS;
d. Resident requests or refusals for larval surveys.
