Description
In accordance with FAR 10, Market Research, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to the Sources Sought Notice. The purpose of this announcement is to gain market research knowledge of potential qualified sources and their size classification.
The Department of Veterans Affairs Pittsburgh VA Medical Center, University Dr C, Pittsburgh, PA 15240, is seeking potential sources capable of providing (19) (19) Welch Allyn Green Series 777 Integrated Wall Systems Model # 777-PM3WAX-US in accordance with the Draft Statement of Need (SON) below.

Please answer the following questions:
1. Are you the manufacturer, distributor, or equivalent solution to the above items? If not, can you provide additional information, as shown below? This confirms compliance with the nonmanufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers.
2. If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter, assemble, or modify the items requested in any way? If you do, state how and what is changed, assembled, or modified.

4. General pricing of your products/solutions is encouraged. Pricing will be used for market research only, and it will not be used to evaluate for any type of award.
Responses to this Sources Sought Notice shall be submitted directly via email to jefferson.mann@va.gov. Responses that only include generic marketing material and do not provide for capability to meet requirements may not be considered. Responses must be received no later than 7:00 am ET, 01/15/2026. No solicitation document is available at this time. This notice is simply for Market Research Purposes Only. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice.
Statement of Need
VA Pittsburgh Integrated Wall Diagnostic System
1. Introduction/Background
The VA Pittsburgh Healthcare System, located at 1010 Delafield Rd, Pittsburgh, PA 15215, is seeking to procure nineteen of the Integrated Wall Diagnostic System with PanOptic Plus LED Ophthalmoscope, MacroView Plus LED Otoscope for iExaminer, BP Aneroid, and Ear Special Dispenser. This Integrated Wall System will be used in the Emergency Department and will replace the older models that are currently in use.
The system consolidates all the essential diagnostic tools needed to evaluate patients
and is in need of an upgraded version to what they currently have.
2. Description of Requirement
Purchase of brand name or equivalent of the following product:
(19) Welch Allyn Green Series 777 Integrated Wall Systems (777-PM3WAX-US) to include:
Ophthalmoscope with 20X larger viewing area, LED illumination, quick eye alignment lights
Otoscope with 3X larger viewing area, focus-free design, LED illumination, compatible with the iExaminer app
Wall Aneroid recessed, laser-engraved dial face with high-contrast pointer
Disposable Specula Dispenser
Mounting capability for government owned SureTemp thermometers and holder module 690/692
3. Other Requirements:
a. The Contractor/Vendor must complete the following tasks to meet the needs of this acquisition:
