Solicitation Summary
The National Center for School Mental Health is seeking a consultant with Medicaid expertise to support a statewide initiative addressing student behavioral health needs in a holistic, non-stigmatized, and coordinated manner. The initiative is overseen by the Maryland Consortium on Coordinated Community Supports, a 25-person entity comprising representatives from the state and local departments of education, health, human services, juvenile services, legislators, and other stakeholders in education and behavioral health.
A key objective of this initiative is to ensure long-term sustainability by maximizing Medicaid reimbursement for community behavioral health providers working in or linked to public k-12 schools. As such, this consultant will support Consortium-funded service provider grantees to help them implement and optimize Medicaid billing. The consultant will play a key role in achieving this by assisting Consortium-funded service providers in implementing and optimizing Medicaid billing practices; navigating Medicaid reimbursement protocols for mental health services while ensuring compliance with state and federal regulations; identifying and maximizing billable opportunities; and providing ongoing support to enhance operational efficiencies. Additionally, the consultant will contribute to statewide efforts by supporting Medicaid analysis for the Consortium, helping inform broader policy and implementation strategies.
