This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.

The solicitation number is 75N98026Q01221.

This solicitation is issued as a Notice of Intent (NOI) for a non-competitive acquisition and is intended to result in the award of a purchase order without providing for full and open competition.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a Firm-Fixed-Price Purchase Order on a non-competitive basis to:

for a Stratasys J850 Digital Anatomy™ 3D Printer, including associated equipment, proprietary software, materials, accessories, and related services.

DESCRIPTION OF REQUIREMENT

The NIH requires a specialized multi-material additive manufacturing system capable of producing highly realistic anatomical models for research, scientific investigation, medical modeling, training, device development, and related activities.

The required system is the Stratasys J850 Digital Anatomy™ 3D Printer, a multi-material PolyJet additive manufacturing platform specifically designed for the production of realistic anatomical models. The system is capable of producing complex anatomical structures incorporating varying visual, physical, and biomechanical characteristics intended to simulate selected properties of human tissue and bone.

The proposed acquisition includes the J850 Digital Anatomy Printer and associated Stratasys equipment, proprietary software, materials, accessories, and manufacturer-supported services necessary for operation of the system.

The J850 Digital Anatomy platform utilizes specialized Digital Anatomy materials, including TissueMatrix™, BoneMatrix™, GelMatrix™, and RadioMatrix™, which are designed for applications requiring different physical, mechanical, visual, and radiological characteristics.

The system also incorporates Stratasys Digital Anatomy software and anatomical presets that provide established combinations of materials and printing parameters for the production of complex anatomical models. These capabilities are integral to the Government's intended research applications and reduce the need to independently develop, characterize, and validate alternative materials and printing methodologies.

The required system must provide an integrated combination of hardware, proprietary materials, software, validated printing parameters, anatomical presets, and manufacturer technical support. The Government's requirement is not limited to the acquisition of a general-purpose 3D printer; rather, it requires a commercially established platform capable of producing realistic anatomical models with the physical and biomechanical characteristics necessary for the intended NIH research applications.

The J850 Digital Anatomy Printer and associated proprietary Digital Anatomy ecosystem provide capabilities that are not readily available as an integrated solution from alternative manufacturers. Substitution with a different additive manufacturing platform would require the Government to develop and validate alternative materials, printing parameters, anatomical models, and associated workflows. Such efforts would result in additional cost, schedule delays, technical risk, and uncertainty regarding whether the resulting models would satisfy the Government's research requirements.

Acquisition of the J850 will allow NIH researchers to utilize an established commercial platform with compatible proprietary materials, software, anatomical presets, technical documentation, manufacturer training, warranty support, maintenance, and technical assistance.

Failure to obtain the required system would prevent or substantially delay planned NIH research activities requiring highly realistic, multi-material anatomical models.

NON-COMPETITIVE ACQUISITION BASIS

The Government intends to solicit from a single source based on the unique combination of the required Stratasys J850 Digital Anatomy platform, proprietary Digital Anatomy materials, software, anatomical presets, and associated manufacturer support.

The Government has determined that Stratasys, Inc. is the only responsible source known to the Government capable of providing the required J850 Digital Anatomy system and its proprietary components as an integrated solution meeting the Government's technical requirements.

The anticipated acquisition is therefore being conducted on a non-competitive basis pursuant to the applicable authority under FAR Part 6 for acquisitions where only one responsible source can satisfy the agency's requirements.

Interested parties that believe they can satisfy the Government's requirement are invited to submit a capability statement demonstrating their ability to provide an equivalent system that meets all of the Government's stated technical and compatibility requirements.

CONTRACT TYPE

The Government intends to issue a Firm-Fixed-Price Purchase Order.

The offeror shall provide pricing for all required items and associated services, including, as applicable, shipping, handling, installation, training, certification, warranty, maintenance, technical support, and other associated costs.

APPLICABLE PROVISIONS AND CLAUSES

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, dated March 13, 2026, unless otherwise stated in the resulting purchase order.

The associated NAICS code is 333249 – Other Industrial Machinery Manufacturing, or such other NAICS code as determined by the Contracting Officer to be applicable to the principal purpose of this acquisition.

This requirement is not set aside for small business.

The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies to this acquisition.

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services, applies to this acquisition. The Government will evaluate quotations based on technical acceptability, price, delivery, and the offeror's ability to provide the required equipment, proprietary software, accessories, materials, installation, training, warranty, maintenance, and technical support.

The Government may make award based on the initial quotation received without conducting discussions.

A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party.

The Government reserves the right to accept an offer before the expiration date specified in the offer, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award.

Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, with their quotation.

FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, applies to this acquisition.

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services, applies to this acquisition.

The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement.

SUBMISSION REQUIREMENTS

Responses shall include sufficient information to demonstrate the respondent's capability to provide the required products and services. Quotations shall include, at a minimum:

1. Unit price;


2. List price, if applicable;


3. Shipping and handling costs;


4. Delivery timeframe after award;


5. Delivery terms;


6. Prompt payment discount terms;


7. F.O.B. point (destination or origin);


8. Product, model, catalog, and/or part numbers;


9. Product descriptions;


10. Warranty and maintenance information; and


11. Any other information relevant to the Government's evaluation.

Responses shall include, as applicable:

a. Product, catalog, model, and/or part number(s);

b. Product description;

c. Documentation demonstrating that the offered items meet the Government's required specifications and compatibility requirements;

d. Quantity;

e. Unit and extended pricing;

f. Shipping, handling, installation, and other applicable charges;

g. Delivery timeframe after receipt of order;

h. Warranty and maintenance terms;

i. Documentation establishing authorization to provide the specified proprietary Stratasys products and services if the respondent is not the manufacturer; and

j. Documentation demonstrating that any proposed alternative or equivalent system provides capabilities equal to or greater than those required by the Government.

Responses must also include the offeror's Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification.

All offerors must be actively registered in the System for Award Management (SAM) at the time of quotation submission and award.

All responses must be received no later than September 21, 2026, at 9:00 a.m. Eastern Time.

The Government intends to evaluate all information received in response to this notice and may make award based on the initial quotation without conducting discussions.

The Government reserves the right to determine whether a respondent's capability statement demonstrates the ability to satisfy the Government's requirement and whether the respondent is a responsible source.

Submission of a capability statement or quotation does not guarantee award.
