Project Description:
The City of Seattle, Department of Transportation, invites Statements of Qualifications from qualified consulting firms to create a Business Continuity Plan (BCP) Annex to SDOT’s Continuity of Operations Plan (COOP) that will provide guidance for SDOT in the event of a cyber incident that impacts some or all SDOT’s technology tools and platforms for several days or months.
SDOT daily operations uses both enterprise systems such as Microsoft applications, ArcGIS, WorkDay, and Accela that are managed by the City’s IT department. Our operations also depend on applications such as our Intelligent Transportation System of traffic signals and cameras that we maintain and have the restoration responsibility.
The Business Continuity Plan will become a roadmap of how SDOT will operate during a cyber incident without the technological tools we depend upon—including how we manage record retention, accept and review permit applications, issue curb space and Street Use permits, and manage our transportation network of sensors, signals and traffic cameras. The plan will prioritize application restoration for both enterprise systems and SDOT systems by SDOT’s Mission Essential Functions:
• Maintain Key Arterial and Waterways
• Mitigate Hazards in the Right of Way
• Issue permits for use of the Right of Way
• Provide Critical Transportation Information to partner agencies and the public
