Description View Changes
The United States Coast Guard (USCG), operating under the Department of Homeland Security (DHS), analyzed the benefits of consolidating four (4) contracts into one Blanket Purchase Agreement (BPA) for Low Code Application Platforms (LCAP). This analysis indicates consolidation of four (4) contracts will result in cost benefits spanning a five (5) year period. The USCG anticipates cost savings of approximately 23%. Additionally, the consolidation will benefit from reduced administrative costs and contract duplication through increased efficiencies. Finally, a consolidated LCAP effort will perform a crucial role in the USCG's modernization initiatives, allowing for more efficient software development across multiple business areas and aid in the achievement of a global U.S. military organization’s evolving mission requirements. The cost savings and other benefits that will be realized because of this consolidated contract outweigh the negative impacts to small businesses. Based on the analysis, the USCG will award one BPA to support the LCAP effort; the BPA will be awarded to a 8(a) GSA Schedule Contract Holder that is responsible for the LCAP requirement as a whole.
