Seattle Public Utilities (SPU) is seeking a consultant to provide river and floodplain restoration science, engineering, design, and permitting services. This work will include, but is not limited to, aquatic habitat assessments, ecosystem monitoring, hydraulic and hydrologic modeling, habitat restoration engineering and design, permitting, and construction support.
This program plays a critical role in the SPU Cedar River Habitat Conservation Plan, ensuring compliance with the U.S. Endangered Species Act in the operation of SPU’s water supply system. These services were most recently provided under On-Call Contract No. 19-057-S, which was administered from April 2020 through April 2025. The primary focus of that contract was the design, permitting, and construction support for Phase 1 of the Cedar River Royal Arch Reach Floodplain Restoration Project.
Under this contract, the selected consultant will focus on Phase 2 of the Royal Arch project, which includes detailed conditions assessments, modeling, conceptual alternatives analysis, design, permitting, and construction support. Additional projects requiring similar work may arise at other nearby sites along the Cedar River or potentially on other streams relevant to SPU’s business needs.
SPU intends to execute one (1) On-Call contract for a five (5) year term with an estimated value of $2,000,000. Work Assignments will be issued with varying scopes, dates for milestones and deliverables. Under no circumstances shall this contract or subsequent work assignments go beyond five (5) years (SMC 20.50.040 G).
SPU does not guarantee any minimum quantity of work under this contract.
