Purchase of Residential / Light Commercial Natural Gas Regulators

The City of Lawrenceville is soliciting competitive sealed bids from qualified suppliers for the Purchase
of Residential / Light Commercial Natural Gas Regulators on an Annual Contract with four (4)
renewal options for the Lawrenceville Gas Department.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the
SB# and Company Name. Bids will be received until 2:00 P.M. local time on Tuesday, March 24, 2026
at the Lawrenceville City Hall – Finance Department, 70 S. Clayton Street Main Level, Room M46A,
Lawrenceville, Georgia 30046. Any bid received after this date and time will not be accepted. Bids will
be publicly opened and read at 2:00 P.M.
Questions regarding bids should be directed to City of Lawrenceville Purchasing Division at
purchasing@lawrencevillega.org or by calling 678-407-6420, no later than 3:00 P.M. on March 13, 2026.
Bids are legal and binding upon the bidder when submitted. All bids should be submitted in duplicate.
The written bid documents supersede any verbal or written prior communications between the parties.
Evaluation of Bids and Alternates
Bidders are fully responsible for submitting pricing for the base bid and all alternate and/or optional bid
items as identified in the Bid Schedule. After bid opening, the City reserves the right to evaluate the base
bid and any combination of alternates or optional items to determine the scope of work that best meets the
City’s operational needs, project priorities, and available funding.
The City will determine the lowest responsive and responsible bidder based on the base bid and those
alternates or optional items selected by the City. The City is not obligated to accept all alternates or optional
items and may award the contract based on the base bid only or the base bid plus any combination of
alternates.
Award will be made to the supplier submitting the lowest responsive and responsible bid. The City of
Lawrenceville reserves the right to reject any or all bids to waive technicalities, and to make an award
deemed in its best interest. Bids may be split or awarded in entirety.
Award notification will be sent to companies submitting a bid via email.

1. Scope: This specification covers the design, production and shipment of Residential / Light Commercial Natural
Gas Regulators. In this document, CFH refers to Standard Cubic Feet per Hour under Standard (Base) conditions
of 60-degrees F and 14.73 PSIA (Pounds per Square Inch Absolute). The quantity of meters listed on the bid
schedule form to be supplied during the contract period is only an estimated usage. All meters will be ordered on
an "as needed" basis. The successful bidder will be required to supply meters according to the delivery schedule
furnished with purchase orders from time to time for the unit price bid, whether the total quantity ordered shall be
greater or less than the quantity specified in the bid schedule.
2.
Delivery: The unit price listed on the bid schedule shall include delivery of all meters to the Lawrenceville Gas
Department, 435 West Pike Street, Lawrenceville, GA 30046. Meters should be delivered promptly as scheduled
and every attempt should be made to adhere to delivery schedule.
3. Substitutions: Substitutions may be accepted only if product quality is equal to or exceeds the quality of the
product originally bid and is approved by the department prior to delivery. Pricing must remain the same as
originally stated in the bid package and samples may be required. The City shall be the sole determinant of
acceptability of substitutions.
4. Award: The City of Lawrenceville reserves the right to make award of this bid by item, by section, and/or to the
overall lowest responsive and responsible supplier bidding the majority of items.

7” W.C. SET POINT SPECIFICATIONS
Self-operated gas regulator with internal relief. Regulator to have a minimum capacity of 2,300 SCFH with 1” W.C.
Droop at 60 PSIG inlet, 0.60 specific gravity gas.
MAOP: Regulator to have a Maximum Allowable Operating Pressure (MAOP) of 125 psig.
EMERGENCY INLET PRESSURE: 200 PSIG.
OVER PRESURE PROTECTION: Internal Relief rated to a downstream pressure < 2 PSIG during an abnormal
overpressure occurrences.
VALVE BODY: Straight or Angle Body 90 Degree, Inlet size: ¾” NPT Outlet size: 1 NPT.
BODY: Cast grey iron.
DIAPHRAM CASE: Die-cast aluminum with threads for valve body screws.
ORIFICE: Interchangeable aluminum orifice
BADGES: A Manufacturer’s Badge shall be affixed to each regulator. Markings on the Badge shall include:

The City of Lawrenceville requires pricing to remain firm for the duration of the initial term of the contract. Failure to hold firm pricing for the initial term of the
contract will be sufficient cause for the City to declare bid non-responsive.

Termination for Cause: The City may terminate this agreement for cause upon ten (10) days prior written notice to the supplier of the contractor’s default in the
performance of any term of this agreement. Such termination shall be without prejudice to any of the City’s rights or remedies by law.
Termination for Convenience: The City may terminate this agreement for its convenience at any time upon thirty (30) days written notice to the contractor. In the
event of the City’s termination of this agreement for convenience, the contractor will be paid for those services actually performed. Partially completed performance
of the agreement will be compensated based upon a signed statement of completion to be submitted by the supplier, which shall itemize each element of performance.

The City requires that all who enter into a contract for the physical performance of services with the City must satisfy O.C.G.A. § 13-10-91 and Rule 300-10-1-.02,
in all manner, and such are conditions of the contract.
In compliance with the attached specifications, the undersigned offers and agrees, if this bid is accepted by the City Council within ninety (90) days of the date of
bid opening, to furnish any or all of the items upon which prices are quoted, at the price set opposite each item, delivered to the designated point(s) within the time
