U.S. Embassy Lilongwe intends to award a sole source extension of the period of performance of an existing contract with MASM to provide health insurance to locally employed staff in Malawi for four months from December 2024 through March 2025. MASM is the incumbent provider. Its current successful performance of the necessary services and management of complex employee enrollment and coverage data makes it uniquely qualified to provide coverage during a limited four month extension of the period of performance of the existing agreement while the Embassy prepares the necessary materials to issue a solicitation for full and open competition for a new health insurance contract to begin in April 2025.
Justification for Sole Source:
This procurement is being conducted in accordance with the statutory authority of FAR 6.302-1, which states that only one responsible source and no other supplies or services will satisfy agency requirements, and FAR 52.217-8, incorporated into the existing agreement, which allows an extension of the period of performance of up to six months. MASM is the only vendor capable of continuing to provide existing coverage for a limited time. The current pricing will remain in effect through the extended period of performance with no increase in current costs to the Government.
Response Information:
This notice of intent is not a request for competitive proposals. However, any interested party that believes it can meet the requirements described herein may identify themselves and must provide evidence of their capability to fulfill the requirement. Responses must be submitted in writing to the point of contact listed below and must be received no later than November 28, 2024, 17:00 PM Local Time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
