Notice Type: Notice of Intent to Award a Single Source Contract
Synopsis:
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.”
The Western Area Power Administration (WAPA) intends to award a single-source, firm-fixed-price service contract to Teams & Leaders, Inc., 2034 Douglas Drive NE
Bainbridge Island, WA 98110. WAPA requires professional facilitation of a transformational change that impacts two internal divisions. WAPA requires a single source for this requirement based on previous professional trainings with the teams that have led to the vendor's expert knowledge of the team dynamics. Teams & Leaders, Inc., having spent 70 training hours with the teams in FY 23 and FY24, has the insight to enable high team performance as they move into the restructuring event.
The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) – Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold.
A SOLICITATION WILL NOT BE POSTED
The Government intends to proceed with this sole source action. The NAICS code is 541611 Administrative Management and General Management Consulting. The size standard as defined by the U.S. Small Business Administration is $24.5M.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required components meeting the government’s need. If no affirmative written responses are received by 2:00 PM MST on 15 November 2024, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The Western Area Power Administration is not responsible for any costs incurred by responding to this notice.
